Description
NAICS Code 233320 -- This announcement is for selection of the services of a highly qualified Design-Build Contractor for building 67 on the Denver Federal Center in Lakewood, CO using a best value, price-technical tradeoff selection process. The combined design and construction cost will be between $5 and $10 million. A firm -fixed-price contract is contemplated. This project is 100% set aside for small business. The small business size standard for this NAICS code is $27.5 million. To meet the size standard, a firm's average annual gross receipts over the last three years must be less than $27.5 million. PROJECT SUMMARY The proposed project is a repair to be performed on building 67 located on the Denver Federal Center in Lakewood, Colorado. The 387,000 square foot building is a 14 story exposed aggregate concrete frame structure built in the late 1960's. The project will repair the damaged exterior concrete skin, remove deteriorating concrete sunscreens, replace single pane windows and incorporate minor seismic modifications to the structure. The building is fully occupied and will remain in use during the renovation. Bridging documents consisting of approximately 35% design drawings and specifications will be issued. Anticipated period of performance is 450 days. SELECTION PROCESS This procurement will be accomplished using a best value price-technical trade-off process to select the offeror whose proposal, including both technical and price proposals, represents the best value to the government. The technical factors will be significantly more important than price. The technical evaluation factors will be published in the Request For Proposal (RFP). The RFP, including plans and specifications, will be issued approximately 15 days from publication of this requirement. The specification portion will be issued electronically ONLY via FedBizOpps at http://www.fedbizopps.gov. This site provides instructions for downloading the solicitation file.
