- Description
- The U.S. Department of Education, Office of Special Education = Programs (OSEP) intends to issue a solicitation for the conduct of a = Pre-Elementary Education Longitudinal Study (PEELS). The design for = PEELS was developed by SRI International under a previously awarded = task order. PEELS will involve a nationally representative sample of = children ages 3 to 5 with diverse disabilities who, in the first year = of the study, are receiving preschool special education services in a = variety of settings. The study will focus on the children?s preschool = experiences and outcomes, their transition to kindergarten, and their = early elementary (including kindergarten) education experiences and = outcomes. The research focus in elementary school is on children?s = academic achievement, social development, participation in the = classroom and community, and educational experiences. The proposed = design calls for information about the children, their families, and = instructional/service programs to be collected repeatedly over several = years. The data collected through PEELS will be used for descriptive, = as well as for explanatory research purposes. PEELS is the last to be = implemented of OSEP?s four national longitudinal, child-based research = studies related to the 1997 Individuals with Disabilities Education Act = (IDEA ?97) addressing the continuum of special education services and = experiences of children, youth, and young adults with disabilities. = The other three studies are: the National Early Intervention = Longitudinal Study (NEILS); the Special Educational Elementary = Longitudinal Study (SEELS); and NLTS-2, the 10-year follow-up to the = original National Longitudinal Transition Study of secondary school = youth as they transition to adulthood. This procurement is subject = to approval and to the availability of funds. RFP ED-01-R-0017 will = be issued on or about 05/31/01.
