Description

Then National Institute of Standards and Technology (NIST) = intends to enter into a sole source contract with Dr. Charles Tilford, = Gaithersburg, MD, under the authority of 41 U.S.C. 253 (c) (1)-only one = responsible source. The contractor shall perform the gas filling = operation for the pages 1 and 4 of the United States Constitution, the = Bill of Rights, and measurements associated with page 2 (Prototype 2) = encasement. Dr. Tilford designed the gas extraction system and is the = only person who has operated it on an encasement containing one of the = ?Charters of Freedom?. He designed the on board instrumentation = package and is uniquely qualified to perform this requirement. No other = possible contractor will have the unique knowledge that Dr. Tilford = offers. The proposed period of performance shall be from the date of = the award through September 30, 2003. The Government anticipates the = award of a Firm Fixed price contract. The proposed requirement is for = supplies or services for which the Government intends to solicit and = negotiate with only one source under authority of FAR 13-106-1 (b) = ?Soliciting from a single source. Written responses to this synopsis = shall contain sufficient documentation to establish a bonafide = capability to fulfill the requirement. A solicitation is not available. = See Note 26.****
