Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement consitutes the only solicitation; proposals are being requested and a written solication will not be issued. The solicitation number N68836-01-T-0173 is issued as a request for quote and is provided as a reference only. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition ircular 97-19. This solication is issued on an unrestricted basis, SIC Code 7623, NAICS Code 811310. Naval Weapons Station Charleston Brig.SECTION 1 -- GENERAL DESCRIPTION This is a statement of required services to be performed by a qualified service contractor under the direction of the Commanding Officer, Naval Weapons Station, referred to here-in-after as the Officer-in-Charge (OIC), or his representatives. 1.1 Project Description: Complete an Optimized Conversion of the Consolidated Brig Chiller Unit which is presently using Freon R-11. The conversion shall include the following basic steps 1.1.1 Removal of the R-ll Freon and capture in a flask provided by the Government. 1.1.2 Complete Optimized Conversion of the chiller unit to a non-Class I Freon system. Loss of cooling capacity shall not exceed 20 tons. 1.1.3 Perform an eddy current analysis of the evaporator and condenser coils to determine if additional repairs are necessary. 1.2 Additional Project Requirements: 1.2.1 Ship the removed R-11 Freon to the WPNSTA CHASN Supply Department. 1.2.2 Ship the existing R-11 Flask in the Brig Mechanical Room to the WPNSTA CHASN Supply Department. 1.3 Prior to beginning the actual work, the contractor shall be with the Environmental Division and the Safety Department to assure there is a clear understand of the work to be performed, and of the various safety/environmental requirements associated with the job. SECTION 2 -- ENVIRONMENTAL PERMITS AND APPROVALS When environmental/construction permits are required, the contractor shall provide signed and sealed environmental permit applications including all necessary drawings, specifications, sketches, calculations, etc. Permit documents shall be signed and sealed by a professional engineer registered in the state of South Carolina. Section 3 -- ADDITIONAL CONSIDERATIONS 3.1 General requirements: The Contractor shall provide and maintain environmental protection during the life of the contract as defined herein. Environment protection shall be provided to correct conditions that develop during performance of the purchase order, or as required to control pollution that develops during normal construction practices but are not associated with permanent control features incorporated in the project. The Contractor's operations shall comply with all Federal, State, and local Regulations pertaining to water, air, solid waste, hazardous waste and substance, oily substances, and noise pollution. 3.2 Oily and Hazardous Substances: At all times, special measures shall be taken to prevent oily or other hazardous substances from entering the ground, drainage areas, or local bodies of water. Contractor site supervisors shall ensure that precautions are taken to ensure that no oil or other hazardous material is released to the water, land, sanitary sever system, or storm sewer system. Environmental requirements for the prevention of oil spills are contained in 40 CFR 112. For oil and hazardous substance spills which may be large enough to violate Federal, State, or Local Regulations, the Contracting Officer shall be notified immediately. The Contractor shall clean up any spills of oil or hazardous substances which result from the Contractor's operations. If the Contractor cannot clean up any spill in a timely manner, the Government will perform the cleanup at the Contractor's expense. 3.3 Hazardous Waste: 3.3.1 The amount and type of possible waste shall be identified prior to beginning the repair operation. This information shall be provided to the OIC. 3.3.2 Hazardous wastes shall be handled, labeled, and stored in accordance with Federal, State, and local Regulation. The Contractor shall package any hazardous waste generated by this work in accordance with Federal and State Hazardous waste disposal requirements. 3.3.3 Hazardous Waste shall be disposed of under the EPA identification number of the Short Stay recreational Facility. Proper disposition of the Hazardous Waste Disposal manifest shall be coordinated between the OIC and the Short Stay Property Manager. 3.4 Debris and Unusable Materials: All non hazardous solid waste materials and debris shall be removed completely from the Governmental property and disposed of in accordance with Federal, State, and local Regulations.
