Description
The National Data Buoy Center desires the salvage of a 12-meter discus buoy from the Gulf of Alaska. The buoy is located at 56 degrees 54 minutes 38 seconds North, 177 degrees, 48 minutes, 38 seconds West. The salvage company will tow the buoy to a suitable shipyard, invert the buoy, remove the ethylene glycol antifreeze ballast and batteries from the hull, and clean the interior of the buoy. The buoy is a 12-meter discus buoy with a 10-meter by 1.5 meter cylindrical hollow mast extending perpendicular to the deck. The buoy weighs 200,000 lbs. when loaded with ballast. The buoy may have a high concentration of hydrogen due to the batteries discharging without venting. In addition, the batteries may have cracked and mixed with sea water, causing a caustic solution. The buoy contains 124 primary batteries (Amcell AS10-2), and 4 secondary batteries (Dryfit A212/85A). The buoy interior should be considered a "confined space." The contractor will provide all necessary equipment to invert the buoy the buoy to the normal position. Note: this will require the buoy to be in at least 33 feet of water if the center mast is intact. Every effort is to be made to avoid spilling buoy balast and interior contents. The contractor is required to properly dispose of all batteries and remove the buoy's contents, including the ethylene glycol and other foreign substances from inside the buoy. The contractor is responsible for complying with all environmental and safety regulations of the state of Alaska and the federal government while conducting these operations. Offerors will be required to furnish copies of all licenses and vessel documentation. The contractor is liable for any damage to his vessel, equipment , and for any injury to his personnel. Copies of the procurement package may be requested in writing only, either by fax or e-mail. Recover of the buoy is desired within 45 days of award.
