Description
The National Institutes of Health, Office of Behavioral and Social Sciences Research (OBSSR) intends to negotiate on a sole-source basis with John Bound, Ph.D., University of Michigan, Ann Arbor, MI 48109, under the authority 41 U.S.C. 253 (c)(1) and FAR 6.302-1(b)(1) for preparing a paper on "The Impact of Health Disparities on Labor Market Outcomes". The purpose of this paper is to estimate the impact of health disparities on the earnings (labor and non-labor) and labor market attachment of racial/ethnic groups, including African Americans, Hispanics, Asians, and Native Americans. The paper shall also discuss the alternative health measures that could be used for this analysis and the effect of measurement error on calculating the health differences between minority and majority populations. Dr. John Bound received his Ph.D. in Economics from Harvard University in 1987. He has held an appointment in the Department of Economics at the University of Michigan since 1986, and is a Faculty Associate at the National Bureau of Economic Research (NBER), affiliated with both the labor studies and aging programs there. Dr. Bound is one of the leading empirical researchers in labor economics. Much of his research has focused on the effect of health on the labor force behavior of older working-aged men and women, and has been published in leading economic and gerontology journals. He is currently devoting much of his research time to work funded by the National Institute on Aging (NIA) that uses the Health and Retirement Study (HRS) to study the effect of health and changes in health on the behavior of men and women as they near normal retirement age. Specifically regarding this procurement, Dr. Bound has authored a number of important papers that look at the effect of health on labor force behavior, two of which focused on black-white differences. He has also a leading authority on the measurement of health in survey data, having published an important paper on "Self-reported versus Objective Measures of Health in Retirement Models." He has had funding from NIH to study black/white wealth differences, black/white health differences, and the effect of health on retirement behavior. He has also published extensively on black/white differences in health, as well as on black/white differences in earnings and wealth. Based on his expertise and experience in this field, OBSSR has determined that Dr. Bound is the only known source qualified to complete this required task. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 13. This notice of intent is not a Request for competitive Quotations (RFQ), nor is an RFQ available. However, all proposals received within 15 days from the date of publication of this synopsis will be considered by OBSSR. *****
