PLACE OF PERFORMANCE: Patrick Air Force Base, FL 8. JOB DESCRIPTION: See below STATEMENT OF WORK I. BACKGROUND A. STATEMENT OF DUTIES 1. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the Department of State, Bureau for International Narcotics and Law Enforcement Affairs, Office of Aviation. PURPOSE: The purpose of this personal services contract position is to serve as the Assistant Operations Officer for the Operations Division; to assist in the management of the total operations finction of the Office of Aviation on a daily basis; to coordinate operational direction/guidance to and oversight/evaluation of contract and host nation operations activities; to coordinate direction and oversight for contract and host nation aviation training/standardization; and to perform pilot-in-command duties in fixed wing/rotary wing aircraft. II. Scope of Work: The Contractor shall: Develop, coordinate, organize, and implement comprehensive operational systems, and flight policies and procedures for the Office of Aviation. Assist in developing operational tactics and new training procedures through the Office of Aviation training/standardization staff. Coordinate directives and guidance pertaining to aircraft operations for issuance to the contractor and host nation operations personnel. Provide technical input to the Chief of the Operations Division regarding oversight and evaluation of contractor flight operations. Assist and coordinate aircraft and personnel deployments to OCONUS narcotics source countries. Provide aircraft operational flight guidance to and coordination with Participating Agency Support Agreement (PASA) Officers at OCONUS locations. Assume the role of the Chief of the Operations Division in his/her absence. Assist the Chief of the Operations Division in the collection, review and dissemination of information on aviation tactics, techniques, and employment in support of the counternarcotics mission of the Office of Aviation. Maintain staff liaison with U.S. Department of Defense, Department of State, Narcotics Affairs Section (NAS), other U.S. Government agencies, and the U.S. Federal Aviation Administration to keep abreast of current policies, procedures, and rules that pertain to Office of Aviation operations. Perform Supervisory Pilot duties in fixed or rotary wing aircraft. Serve as technical advisor to aircraft accident investigation boards. III. Desired Qualifications: General knowledge of Aircrew Training and Standardization Programs, to include operating directives, training and standardization publications, aircrew training manuals, and related documents. Knowledge of U.S. Federal Aviation Administration regulations, including but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and 830. Knowledge of tactical employment of fixed/rotary wing aircraft in a counter-narcotics operation, including capabilities, limitations and techniques of employment of Office of Aviation aircraft. Must have experience in aircraft operations/training management in a military or civil organization involved in the training and standardization of pilots, the tactical employment of aircraft in a high threat environment, and the deployment of aircraft to OCONUS locations. Knowledge of and experience in the formulation of plans and policies pertaining to operations and until level flight training activities. Should have basic knowledge of command communications, government intelligence procedures, and Department of State flight operations procedures. Skill in the operation of fixed or rotary wing aircrafts as an instructor pilot. Certification as a U.S. FAA Flight instructor, Single and Multi-Engine or Helicopter Flight Instructor qualification. Experience in the training of pilots under a formal standardization program, either civil or military. Ability to demonstrate aeronautical knowledge and skill via oral/written/flight performance evaluations/examinations in accordance with an established Aviation Aircrew Training Program. Knowledge of and skill in operation of desktop computer based word processing systems. Knowledge of U.S. Government contract administration procedure is desirable. IV. Selection Criteria: Applicants who meet the qualification requirements will be further evaluated to determine the extent to which their qualifications indicate that they possess the knowledge, skills, abilities and other characteristics described below. Factor 1 (Operations Systems, Policies, Procedures, and Tactics): Offeror's ability to develop, coordinate, organize, and implement comprehensive operational systems, and flight policies and procedures for the Office of Aviation, and; assist in developing operational tactics and new training procedures through the Office of Aviation training/standardization staff. V. Compensation: Compensation for the position will be negotiated as follows: level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. VI.
