- The National Heart, Lung, and Blood Institute (NHLBI) for the = National Center for Research Resources (NCRR) of the National = Institutes of Health (NIH) intends to negotiate with BAE SYSTEMS = Applied Technologies, Inc. for a four-month continuation of Contract = Number N02-RR-6-3552 for Support of the Office of Science and Health = Reports. The performance period for the five-year contract between the = NCRR and BAE SYSTEMS ends on July 31, 2001. Extending the expiration = date of the contract is critical to the effectiveness of the = Government's role as the primary provider of multidisciplinary, shared, = research resources that enable all lines of biomedical research = supported by the NIH worldwide. To transition to a new contract during = the final months of Fiscal Year (FY) 2001 would have a negative impact = on the Government's ability to effectively develop its Congressional = budget required to financially meet the new and emerging research = resource needs of biomedical investigators. These sophisticated, = multidisciplinary research resources are created, developed, and = provided through NCRR, a unique component of NIH. To meet this = mission, NCRR relies upon its ability to obtain adequate, annual levels = of Congressionally appropriated funding. NCRR's dependence upon the = Contractor for scientific support is particularly strong during the = development of its budget justification to Congress for research = resource funding. BAE SYSTEM's deep knowledge of NCRR programs, = existing resources, and scientific advances, coupled with its years of = experience in developing these voluminous budget documents, is = particularly important during the last months of each fiscal year.
