- Description
- NASA/LaRC plans to issue a Request for Quotation (RFQ) for flight operations and support for the Langley Airborne A-Band Spectrometer (LAABS). The LAABS instrument retrieves the optical properties of the aerosols and clouds from measurements of reflected solar radiation. The measurement approach requires that the LAABS instrument observe the upwelling solar radiation reflected or scattered by aerosols and clouds into a nadir (or downward) looking aircraft viewport from an altitude well above the targeted aerosols and/or cloud layers (>40,000 feet). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Flight International Inc, Newport News, VA who is the only responsible source and no other supplies or services will satisfy Agency requirements. Flight International, Inc, is the only local flight service provider capable of flying optical remote sensing scientific instrumentation to an altitude of 40,000 feet without substantial and expensive aircraft modification. Flight International has an existing Learjet which has been modified to include two nadir (downward) looking view ports for aerial survey. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 4, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
