- Construction Contract N62470-99-R-9121 (TaylorSA@efdlant.navfac.navy.mil)
- Description
- The contract will provide the site demolition and preparation, shallow foundation, structural framing, walls and partitions, doors and windows, interior finishes, specialties, equipment and furnishings, hazardous material abatement, exterior sitework and utilities, fire protection and alarm systems, plumbing, mechanical and electrical systems, provision of plastic media blasting equipment, and incidental related work. This project shall construct a new Plastic Media Blasting (PMB) Hangar Facility. The facility consists of a stripping hangar sized large enough for a V-22 (width) and F4 (length) as well as all of the various components currently programmed for PMB. The hangar area shall be 22 feet high and incorporate two monorails, fall protection, high levels of explosion proof lighting and a dust collection system. The Plastic Media Blasting system shall be state-of-the-art including an in-floor reclamation system to retrieve the media safely and efficiently while four blast hoses assist the operators in providing for improved processing times. Associated with the hangar is an Office/Administration area where a closed circuit monitoring system will allow for supervision of the operators working in the hangar. Men's and women's toilet, shower and locker rooms shall be provided. They are accessed from the hangar through a "blast down" chamber to remove any traces of the media and collect it back into the system. These hygiene areas are designed to meet stringent code requirements for stripping facilities, including separated soiled' and clean' locker and toilet areas, showers, and a negative pressure exhaust system to prevent contamination outside the controlled areas. Special locker configurations are proposed to accommodate the storage of operator helmets and boots immediately outside the blast-down area. A break room shall also be provided in the facility. Situated between the Chemical Stripping Hangar (attached to Building #137) and Building #4034, the new structure shall require the removal of Vehicle Gate #3, relocation of the pedestrian turnstiles further north along A Street and the demolition of Building #142 (Training). The trailer structure adjacent Building #142 shall be relocated. The new hangar will be oriented to open towards the paint hangar. Due to the required demolition of Building #142, training spaces shall be incorporated into the new building. This (along with preservation of extensive underground utilities) facilitated attaching the new structure to Building #4034 alongside its southern-most fa ade. Four of the five classrooms shall have folding partition walls to provide flexibility and allow for large or small training sessions. A/V storage rooms are located within or adjacent each classroom. A centralized Training Office shall also be provided for training staff. The exterior envelope shall be brick and metal panels to comply with the Base Exterior Architecture Plan (BEAP) as well as adjacent facilities. The contractor shall provide all labor, supervision, engineering, materials, tools, parts, supplies and transportation to perform all work described in the specifications. The solicitation will contain, in addition to the base bid, a line item for provision of the Plastic Media Blasting System and an option item for Staging Area Canopy.
