Description
1. The Marine Corps is issuing this Request for Proposals /Sources Sought synopsis. 2. The Government is seeking information in regard to any device(s) that will provide the capability of a day/night aiming sight for the Marine Corps 7.62mm and .50 caliber rifles. The Improved Night Observation Capability (INOC) device(s) shall serve to improve target acquisition and accuracy of the Marine Corps long-range marksmen beyond current nighttime capabilities. It is desired that the INOC device(s) would meet the following Key Performance Parameters (KPPs) while attached to the following Marine Corps weapons: 3. M40A3 (7.62mm) Target acquisition: Detect standing man (80% contrast) in clear starlight conditions at ranges of 800 meters (threshold), 1800m (objective). Identify standing man (80% contrast) in clear starlight at ranges of 400m (threshold), 800m (objective). Accuracy: Allow marksman to deliver precise fire within one minute of angle (MOA) to the maximum effective range of 914m without degradation to current scope capability in clear daylight. 4. M82A1A (.50 cal) Target acquisition: Detect vehicle-size target (80% contrast) in clear starlight conditions at ranges of 1000m (threshold), 2000m (objective). Identify vehicle-size targets (80% contrast) in clear starlight conditions at ranges of 800m (threshold), 1500m (objective). Accuracy: Allow marksman to deliver precise fire within three MOA to the maximum effective range of 1646m without degradation to current scope capability in clear daylight. 5. The device(s) should attach/integrate with the current M40A3 and/or M82A1A cal dayscopes without removal of the scope and loss of zero, or provide an alternative to the use of the dayscope. Ideally one device would be able to satisfy all the requirements for the 7.62mm and .50 cal weapons. However, the Government is aware that separate devices may be necessary to fill the role required by the different caliber weapons. The 7.62mm and .50 cal Marine Corps weapons all use the MIL-STD-1913 rail mount. The INOC device(s) should be compatible with this rail or with some configuration of the mounts used for the dayscope. 6. This request is seeking proposals regarding only Commercial Off-the-Shelf (COTS) non-developmental items. The proposals must contain cost and technical capability of the sights in regards to the KPPs. The Government will determine which devices are best suited as INOC candidates from the technical proposals provided as a result of this Request For Proposal. The Government's intent is to purchase from two (2) to ten (10) each of the devices found to fit the description as candidates for the INOC device(s). The Government's intent is to purchase devices from two (minimum) to three (maximum) vendors. The purchased devices will then be used in test and evaluation by the Government to determine which are best suited to serve as the INOC. The sight found to best fulfill the role of the INOC device(s) during the test and evaluation period will then be procured by the Government as a COTS non-developmental item to serve as the Marine Corps INOC. 7. The Government emphasizes that this is a commercial purchase of an existing, non-developmental item. 8. Interested vendors are asked to provide a description of their product(s) not later than (date set to 15 days from release on CBD). 9.
