Description
Research Objective/Statement of Problem: The Air Force Research = Laboratory (AFRL) Space Vehicles Directorate (VS), with facilities = located at Kirtland AFB, NM and Hanscom AFB, MA, is interested in = receiving proposals from industry and academia for the FY02 = Distinguished Space Industry (DSI) Fellows Program to advance the = state-of-the-art and scientific knowledge in space technology. = Offerors selected for award will provide an individual to be known as a = Distinguished Space Industry (DSI) Fellow. Candidates for the = Distinguished Space Industry Fellows program shall have a strong = research background and be an expert in at least one of the following = technical areas: Experience in innovative spacecraft design, launch on = demand, micro- and nano-satellites, satellite clusters, space asset = inspection, ultra-large aperture systems, surveillance of space and of = earth from space, protection of space assets, large deployable optics, = radiation tolerant circuits and systems, microsystem fabrication and = design techniques, and microsystem test and analysis experience, = applications of infrared sensor technology, processing and exploitation = of Hyperspectral imaging data. The DSI Fellow remains a company or = university employee while participating in the one-year program onsite = at AFRL/VS Kirtland AFB, NM or Hanscom AFB, NM. The DSI Fellow will = conduct technology development in one of the technical topic areas = contained in this announcement. In addition, the DSI program offers = participants technical interchange opportunities with the following = ogranizations: Air Force Space Command; Air Force Space and Missile = Systems Center (SMC); Jet Propulsion Laboratory (JPL); Air Force = Research Laboratory Headquarters at Wright-Patterson AFB; NASA Kennedy = Space Center; NASA Headquarters; Los Alamos National Laboratory; U.S. = Department of State; the Air Force Plans and Programs Office; Sandia = National Laboratory. Offerors may propose opportunities to travel from = the above listed organizations they deem necessary to support technical = interchange objectives related to their research, not to exceed 5 = trips. Offerors are encouraged to cost share. Cost Sharing is = discussed in Proposal Preparation Instructions. Offerors may submit = separate proposals that nominate more than one person for each area = and/or propose the same person for more than one area. Offerors shall = include technical status reports and a final report in addition to any = other proposed deliverables. Offerors shall submit proposals in = accordance with the Proposal Preparation Instructions included with = this Announcement. Information On Award: AFRL anticipates six awards = not to exceed $135,000.00 each. AFRL anticipates awarding Firm-Fixed = Price Contracts under the Federal Acquisition Regulation (FAR) or = cooperative agreements, non-FAR assistance instruments subject to the = DoD Grant and Agreement Regulations (DoDGARS) = (http://web7.whs.osd.mil/html/32106r.htm). Basis For Award/Evaluation = Criteria: The proposals will be evaluated by a peer or scientific = review process in accordance with the following evaluation criteria = listed in descending order of importance, except that 1 and 2 are of = equal importance: 1. The overall scientific and technical merits of = the proposal, including capabilities, related experiences, facilities, = techniques or unique combinations of these which are integral factors = for achieving proposal objectives; 2. Importance to AFRL/VS programs; = and, 3. Availability of Funds. No further evaluation criteria will be = used in selecting the proposals. Once the evaluation is completed, all = proposals will be sorted into categories as follows: (i) Category I: = Well conceived, scientifically and technically sound proposals = pertinent to program goals and objectives, and offered by a responsible = contractor with the competent scientific and technical staff and = supporting resources needed to ensure satisfactory program results. = Proposals in Category I are recommended for acceptance and normally are = displaced only by other Category I proposals; (ii) Category II: = Scientifically or technically sound proposals requiring further = development and are recommended for acceptance, but are at a lower = priority than Category I; (iii) Category III: Proposals not = technically sound or do not meet agency needs. Subject to the = availability of funds, AFRL reserves the right to select for award any, = all, part, or none of the proposals received in response to this = announcement. For the purposes of this BAA, the small business size = standard is 1000 employees, NAICS 541710. Firms responding should = indicate if they are a Large Business, Small Business, Socially and = Economically Disadvantaged Business, an 8(a) Certified Business, A = Woman-Owned Business and/or HUBZone Certified Small Business Concern. = Offerors must be registered and validated in the Central Contractor = Registration (CCR) system prior to award of any contracts/non-FAR = instruments from the Department of Defense. Proposals submitted by fax or e-mail will not = be considered for award. Proposals shall be valid at least 90 days = from due date. This announcement is an expression of interest only and = does not commit the Government to pay for proposal preparation costs. = Offerors are advised to mark data it wants restricted from disclosure = in accordance with FAR 52.215-1(e). Only grants officers or = contracting officers are legally authorized to commit the Government. = The cost of preparing proposals in response to this BAA is not = considered an allowable direct charge to any resulting award. However, = it may be an allowable expense to the normal bid and proposal indirect = cost as identified in FAR 31.205-18. It is anticipated that = contractors will have access to or will generate data that is = unclassified with limited distribution and/or subject to U.S. Export = Control Laws. Therefore, only offerors who are certified by the = Defense Logistics Information Services (DLIS) may submit offers. = Contact US/Canada Joint Certification Center, DLIS, Federal Center, 74 = Washington Ave North, Battle Creek, Michigan 49017-3084, (800) 352-3572 = http://www.dlis.dla.mil/CCAL/ for further information on certification = and the approval process. The offeror is required to either submit a = copy of the DLIS approved DD Form 2345 with its proposal or to the = Contracting Officer if access to unclassified, limited distribution = data is required to prepare the proposal. Foreign-owned firms and US = firms proposing use of foreign nationals as a DSI Fellow are advised to = contact the Contracting Officer before submitting a proposal to = determine whether there are restrictions on receiving an award. Submit = written proposals in original and three copies with the original marked = to distinguish it from the copies to the Contracting Officer. The = proposal shall consist of three separate volumes consisting of an = Administrative Volume, a Technical volume and a Cost volume. A 3.5-inch = diskette, IBM PC Compatible, Microsoft Excel (Version 5.0 or 7.0) = files, to include all formulas, containing the cost proposal is = required. In addition, an electronic copy (diskette, IBM PC = Compatible, Microsoft Word (Version 97 or lower) file of the Statement = of Work is also requested. An Ombudsman has been appointed to mediate = concerns from offerors or potential offerors during the pre-proposal = phase of competitive, negotiated acquisitions. The Ombudsman does not = participate in proposal evaluation or contractor selection. The = Ombudsman can work with responsible acquisition officials to respond to = concerns, but will not detract from the authorities of the Project = Manager or Contracting or Grants Officer.
