- 17(i). This is a combined synopsis/solicitation for commercial = items prepared in accordance with the format in FAR Subpart 12.6, the = test program in FAR Subpart 13.5, and FAR Part 15, as supplemented with = additional information included in this notice. This announcement = constitutes the only solicitation; proposals are being requested and a = written solicitation will not be issued!! 17(ii). Solicitation Number 7TF-01-0015 Request for Proposal!! 17(iii). This solicitation document and incorporated provisions and = clauses are those in effect through Federal Acquisition Circular = 97-26!! 17(iv). This is a full and open procurement under NAICS CODE 334210 = Telephone Apparatus Manufacturing!! 17(v). There are several contract requirement, which are not optional: = REQUIREMENTS LISTED UNDER 17(vi)!! =20 17(vi). Description: Engineer, furnish, install, test, cutover, and = make operational an Enhanced Emergency Service (E911) System. Provide = limited support for the existing NORTEL Meridian 1 Option 81C PBX; = provide maintenance for the battery plant; provide maintenance of a = Generac generator and Onan generator, all located at McAlester Army = Ammunition Plant, McAlester, OK (McAAP).=20 Enhanced Emergency Service (E911) System. The contractor shall = engineer, furnish, install, test, and make operational an on-site E911 = system. The site POC shall identify existing emergency numbers that = shall be programmed into the switching system as an automatic call = forward to 911. The special service number for emergency (911) shall be = provisioned as the primary means of receiving emergency assistance for = on-post subscribers. The on-post 911 system shall interface with the = off-post 911 commercial service through E911 interface trunks to allow = redirection/conference of emergency calls. Digital trunks are = available on existing T-1's. The new E911 system shall be comprised of = two E911 operator positions, with the second E911 position not normally = manned (serve as backup position). The E911 instruments shall be served = by the DCO, unless otherwise directed by the site POC, and setup to = receive all on-post 911 calls. The two E911 operator positions shall be = located at the new Fire Station, Building 408 (utilizing a shared laser = printer with backup). The Fire Chief/Assistant Chief will specify the = location for installation of the E911 equipment. Note: The fire station = will dispatch whoever is required (i.e., ambulance, fire department, = Contract Security Police) after receiving the 911 call. Ample copper = and fiber facilities are available to Bldg. 408 (fire dept.'s new = bldg.), to connect the operator positions to the DCO. The Government = will provide any AC power requirements at the console position. The = E911 database system shall consist of a database server with hard-disk = drive shadowing, computer tape cartridge back-up, PC-based workstations = (PC, keyboard and monitor) and a shared laser printer. Each E911 = operator position shall consist of: an instrument (NTI M2616) with call = information display; a PC-workstation interfaced to the instrument that = shall capture calling number information and perform telephone dialing = and feature activation; and, a digital Emergency Recording System = (ERS). The workstation shall automatically utilize the calling party = number to query additional subscriber information from the database = server. The information fields shall include, as a minimum, calling = party name, calling party number, date and time, address, class of = service, subscriber 911 call history, 911 operator/system/trunk status, = and at least three lines of general information text. The database = shall be initially entered by the contractor and maintained by the = Government following acceptance of the system. The Telephone Management = System will provide the raw data for the database. The database server = shall automatically maintain records of all 911 calls, and include as a = minimum, information of calling party, date and time of call, = subscriber history of previous 911 calls, E911 operator-entered call = resolution information, and an additional operator-entered text field. = The E911 system shall furnish traffic and management reports. The = reports shall detail, as a minimum, all inbound/outbound call records, = number of incomplete and prank calls and all trunks busy. The digital = ERS shall record all calls to and from the E911 positions. The ERS may = be out-board systems or integrated on the server. An ERS shall have a = minimum capacity of ten hours of audio recording. The system shall = notify the operator when 80% of the recording capacity is exceeded. The = recorders shall automatically record active calls, allow simultaneous = record/play, pause/resume playback, and have a built-in coupler, if = required. An ERS that is integrated on the server shall allow all = recordings to be backed up on a floppy diskette, external audio = recorder, or computer tape cartridge-back up. An external ERS shall use = digital audiotape that can be replaced by a new cassette or cartridge. = The contractor shall furnish enough ERS back-up media for 40 hours = storage. The E911 system shall have one remote access port for = maintenance and diagnostics. The remote access port shall utilize an = automatic dial-back modem with password. The E911 server shall also = utilize password security for the workstations and remote access port. = The E911 system shall have two recordable announcements. One = announcement shall be utilized for E911 calls that are in a queue due = to all agents busy. The contractor shall provide two weeks (80 hours) = of on-site technical support after cut-over of the E911 system. The = technical support shall include training of the E911 operators, = training for database development and entry, and system administrator = training. The contractor shall provide system manuals that detail the = operation and maintenance of the system. The Telephone Management = System (TMS) shall interface to the E911 database/system and shall = provide automatic updates as a result of TMS work-order inputs. The = type of interface is floppy disk. Separately priced option. The E911 system shall have the = Telecommunications Device for the Deaf (TDD) functions and features = incorporated with the E911 server and PC workstations. The contractor shall comply with all local safety regulations and = procedures in effect at McAAP. The contractor shall coordinate with = the site POC to gain access to McAAP and the required work locations. = The contractor shall obtain the necessary access badges, perform = background checks, etc. for entry to restricted or controlled areas, as = necessary. The site POC (McAAP Telecommunications Specialist) can be = reached at (918) 420-6243/6235. The government shall provide any = temporary storage required. Damage. The contractor shall repair and/or = replace all facilities and/or equipment damaged by the contractor or = their subcontractors. All areas affected shall be restored to their = original condition. Deliverables. The contractor shall furnish = standard commercial deliverables required to document and cutover this = installation. All deliverables shall be provided in electronic format = where possible and items reviewed on site shall be provided in hard = copy. Copies of the deliverables shall be provided to the McAAP, site = POC (4 copies); and USAISEC-FDEO, Switch Team, 1435 Porter St., Suite = 200, Fort Detrick, MD 21702-5047 (2 copies). The contractor shall = provide, as part of the proposal response, a delivery schedule that = supports the cutover schedule. The contractor shall visit the site no = later than 10 days after contract award to chair the initial Project = Status Review (PSR) meetings. The contractor shall notify the = Government prior to conducting any meetings or site visits. The = contractor shall provide electronic commercial PSR minutes to all = attendees within 15 days after the conclusion of each PSR. The = contractor shall cutover and make operational the requirements of this = SOW by the due date as agreed on by the contractor and site COR. E911 = Cutover needs to be accomplished by 9/30/2001. The contractor shall = provide a full/unlimited one-year warranty for all contractor provided = hardware/software, materials, and workmanship. The contractor shall = utilize the equipment manufacturer's standard commercial/quality = assurance practices to verify that the system meets the requirements = and as the basis for acceptance by the Government. The contractor has = the responsibility to ensure the system is tested prior to cutover. The = Government may or may not witness any and all testing. The contractor = shall document all test results. Copies of the test results shall be = provided to the Government. All items procured under this delivery = order shall be tested. Battery Plant Maintenance: NOTE: Current service contract expires = 9/30/01. Proposal should reflect performance period of 10/1/01-9/30/02. = Provide the following services: Scheduled semi-annual preventive = maintenance on listed equipment; Parts and labor furnished by = contractor at no charge (except replacement batteries and battery = installation); Unlimited emergency repair 24/7; Annual three hour = battery load test. Required response time to arrive on-site is eight = (8) hours. Long Term Life Cycle Support for NORTEL Meridian 1 Option 81C PBX: 2656 = lines equipped: 1700 lines operational, 956 lines for future growth. = Provide emergency technical support similar to Nortel ETAS (Emergency = Technical Assistance) and repair and return services. Support for: = Remote diagnostics (ETAS); Repair & Return (printed circuit boards and = equipment); Merchandise (parts, cards and components). 24/7 immediate = response for ETAS and 7 calendar day turnaround time on repair and = return. =20 17(vii). Desired Period of Performance is 7/1/01 -- 6/30/02, except that = the desired period of performance for the battery plant maintenance is = 10/1/01 -- 9/30/02. Place of Delivery and Acceptance is: McAlester Army = Ammunition Plant (McAAP), 1 C-Tree Road, Bldg. 16, McAlester, OK = 74501-9002, Attn: SMAMC-IMT Jack Peace, phone 918-420-6243. FOB = destination!! 17(viii). Solicitation provision at FAR 52.212-1, Instructions to = Offerors -- Commercial Items (OCT 2000) is hereby incorporated by = reference.!! 17(ix). The Government will award a contract resulting from this = solicitation to the responsible offeror whose offer conforming to the = solicitation will be most advantageous, representing the best value to = the Government price and other factors considered. The following = factors shall be used to evaluate offers: Evaluation will be based on = (1) Technical (a) Technical capability of contractor to meet the = Government requirements. (b) Past Performance (see below) (c) Delivery = Terms -- ability to meet required delivery schedule and (2) Price. = Factors are listed in their relative order of importance. Past = performance will be evaluated as follows: Evaluation of past = performance shall be based on information provided by the offeror (see = below) and any other information the Government may obtain by following = up on the information provided by the offeror and/or through other = sources (i.e., offeror's performance on previously awarded delivery = orders/contracts and/or contracts with other Government entities). The = offeror must identify at least one Federal contract or delivery/task = order for this client, and any other Federal, state, or local = government and private contract or delivery/task order, for which the = offeror has performed work similar to the statement of work in this = solicitation. References should include the most recent contracts = completed within the last two years. The offeror shall provide a point = of contact, current telephone number and fax number for each contract. = This list is due by the date established for receipt of proposals. 17(x). Offeror's are reminded to include a completed copy of the = provision at 52.212-3, Offeror Representations and = Certifications -- Commercial Items (MAY 2001) with its offer.!! 17(xi).
