Description

The Government intends to acquire commercial items using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. The solicitation number Q3000010571 is issued as a Request for Quotation (RFQ) and incorporates provisions and clauses that are in effect through FAC 97-23. This solicitation is for commercial items prepared in accordance with the format in FAR Subpart 12.6 and is for a firm-fixed price contract. The National Park Service in the National Capitol Region, Washington, D.C. and metro area, plans to purchase various varieties of tulip, narcissus, hyacinth, muscari, and anemone bulbs for autumn planting. The NAICS Code assigned to this acquisition is 422910 Wholesale Trade-Flower bulbs or 444220 Retail Trade-Nursery and Garden Centers. This procurement is 100% set-aside for small business concerns. The small business size standard for this acquisition is 500 employees for the wholesale trade and $5.0 million average annual receipts for the retail trade. In accordance with FAR 2.212-2, price, specification of plant material being offered, and past performance are the factors that will be considered when selecting a contract for these items. The Government reserves the right to make an award to the offeror providing the best value to the Government. Award may not necessarily be made to the offeror submitting the lowest price. The Government will award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most price advantageous to the government.
