- Description
- The Marine Corps System Command (MARCORSYSCOM) intends to issue a sole source contract (Base plus two option years) to the non-profit eductional institution, Georgia Tech Research Corporation (GTRI), Georgia Institute of Technology, Atlanta, GA. The sole source authority is 10 U.S.C. 2304 (c)(1) "Only one responsible source and no other supplies or services will satisfy agency requirements". The purpose of the proposed contract is for technical support to lay groundwork for liaison activities, future Limited Technical Assessments and limited demonstration. GTRI will provide the resources and personnel necessary to conduct the following activities: 1. Planning, 2. Planning Team Staffing, 3. Communication (Including Conferences), 4. CB Casualty Detection Radar Flashlight, 5. Biological Sensors, 6. CB Situation Awareness Geographic Information Systems (GIS) C41, 7. Reach Back for CB, and 8. CB Casualty Decision Air. Additionally, GTRI will assist with planning the exercises and experiments for the program. Regional participants communications will center in Atlanta to continue aggressively networking with regional organizations in order to experiment in these areas; identify first responder capabilities and needs; identify and engage appropriate national organizations (such as Chemical Biological Incident Response Force) to support war gaming, and to facilitate development of command and control procedures toward a unified Concept of Operations. GTRI will provide planning support for the Marine Corps Systems Command at the Georgia Tech campus and the USMC base, Quantico, VA. GTRI will maintain Outreach efforts to organizations in State and Federal agencies including but not limited to internet communications, printed materials, videos, participation in exhibits and meetings, as well as, war games and tabletop exercises. GTRI will network with appropriate public relation and media representatives in the preparation and presentation of promotional and informational materials. GTRI will conduct conferences for emergency management agencies while expanding the participant base, and solicit input on planning for experiment and demonstration activities. GTRI will also be responsible for conducting a six months laboratory investigation of RADAR Flashlight stabilization techniques; development of software programs to drive GTRI owned motion table; testing of gyro stabilized platforms; development of ultra-sonic radar; develop test and evaluate a mechanical scanner; investigate a stepped frequency high resolution radar prototype to evaluate the usefulness of using discrete stepped frequencies; investigate and deliver a real-time method for monitoring aerosolized bio-weapons; develop off the shelve technology for situation awareness for emergency managers; develop casualty decision aids; incident command post/ COC information systems; develop a decision air database; provide implementation and engineering tasks necessary to support emergency managers with identified critical information; provide development support to ICP and infrastructure; develop a system to clearly identify ID System patents; and develop Emergency/Combat Operations Center/Situation Awareness during a chem.-bio incident exercise. The purpose period of performance for this effort will eight months. The contractor will be required to have a SECRET facility clearance, be certified to store secret material and have personnel working on the project cleared to the SECRET level. This notice is not a request for proposals. Interested parties may identify their interest by submitting fully descriptive capability statements no later than 45 days from date of publication of this synopsis. The capability statements shall include specific and detailed technical documentation to support capability claims. The solicitation DUE DATE shown herein is 28 June 01. It requested that all capability data be submitted on or before this date to Commander, Marine Corps Systems Command, Attn: Contracts Directorate (CTQ/P. Hake), Bldg 2033, Suite 315, Quantico, CA 22134-5010. FedEx or UPS deliveries are to be sent to Commander, MARCORSYSCOM, 3014A McCawley Avenue, Quantico, VA 22134-5010. However, all information will be considered up to the required 45 days as stated in Numbered Note 22. All inquiries from responsive, interested parties will be considered. Information received will be considered solely for the purpose of determining if the sole source can be converted to a competitive procurement. However, a determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Numbered Note 22 applies.
