- Description
- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request For Proposal (RFP), solicitation number R1330010001. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. The North American Industrial Classification System code is 339999 and the business size standard is 500 employees. The proposed contract is set aside for small businesses. The magnitude of the project is estimated to be between $100,000 and $250,000. The National Park Service has a contracting requirement to design/build, or procure, and install exhibits and signage in Bryce Canyon National Park, Hwy 63, Box 170001, Bryce Canyon, Utah. The contractor shall provide all personnel, equipment, transportation, tools, materials, supervision/ project management, and other items or services necessary to design/build, or procure, and install designated exhibits and signage identified under line items. Any existing exhibit contents not utilized in the new exhibits remain the property of the National Park Service (NPS). The contractor shall develop specifications for approval, procurement and installation of all exhibits based on concept statements, drawings, floor plans, and the NPS Design Standards, which are provided on the Harper Ferry Center web-site at http://165.83.219.72/hafe/hfc/resources.cfm . These standards include: Accessibility Guidelines for Interpretive Media, Editorial Style Guide, Musuem Exhibit Planner, NPS Visual Identity Guidelines, etc. The primary exhibits to be constructed are flat colored fiberglass panels (outdoor) and colored graphic and photographic panels (indoor). The NPS is contracting for creativity, as well as, fabrication / installation and is encouraging individual design proposals. Exhibits shall include all graphic design/production, photo reproduction and or shooting, text research/writing, manufacturing engineering, assembly and project management. Exhibits will consist of both indoor and outdoor units and mounting hardware. Some existing design, photographs, text, logos and maps may be available from the NPS. Design: The contractor is responsible for the design and material/fabrication specifications for the new exhibits. The intent of this design work is to provide new exhibits which are commensurate with the high service standards of the agency, its image and portray the mission of the National Park Service. Bryce Canyon National Park requires exhibits that facilitate the use of a new "state of the art" alternative transportation system park shuttle. These exhibits will reflect the quality of this program and accompanying facilities. Bryce Canyon National Park will provide information related to material, color, and detailing. Bryce Canyon National Park will provide information to be used to define the thematic content and map locations of exhibits. This may include such topics as: weather, ranger-guided activities, area orientation map(s), trip planning, common questions, resource information, safety, the National Park System, inspirational messages, mission statement, shuttle routes, signing, etc. Contractors may submit proposals based on the concepts provided by Bryce Canyon National Park or propose alternatives for each of the proposed exhibits and locations. Proposals will include a Concept Plan with draft exhibits and text, project schedule, production and installation plan. No part, material or system included in the design shall be a sole source or proprietary item. All components and systems will be designed so that NPS staff can maintain the exhibits or make changes to them with no requirement to return to the contractor. Exhibits must be durable, washable surfaces. All final exhibits will be placed into digital format and files will be provided to the NPS. Fabrication: The selected contractor shall fabricate and install all exhibits to industry standards and to the satisfaction of government inspectors based on approved drawings and specifications (and any other materials submitted in the design process). Fabrication materials shall be of high quality and workmanship. The contractor is responsible for verifying all space requirements including all dimensions to assure accurate fit of all components. The contractor is also responsible for all interfaces with existing infrastructure and ensuring that the exhibits are fully operational after fabrication and installation. Special Consideration: It should be noted that the NPS has initiated a separate project to construct a new visitor center and shuttle boarding and parking facility in support of the Alternative Transportation System. The NPS requires that the project shall begin with the construction of the exhibits for these facilities first and that they be completed prior to January 1, 2002. The balance of the exhibits to be completed by May 15, 2002. Finishes and color schemes will be available for review and coordination on the exhibit designs. Actual installation of new exhibits will coincide with completion of building construction work now scheduled for January 1, 2002 and the start of the May 15 2002 start of the 2002 shuttle operational season. Contractors may submit proposals based on the concepts provided in the Exhibit Plan or propose alternatives for each of the 8 contract line numbers(CLIN). Proposed exhibits are as follows: CLIN 0001: Shuttle Parking and Boarding Area: 8 panel exhibits; Unit Price: $__________; CLIN 0002: Visitor Center /Transportation Hub: 8 exhibits; Unit Price: $__________; CLIN 0003: Shuttle Stops: (11) + (11) duplicates two of the same exhibit at each shuttle stop; Unit Price: $__________; CLIN 0004: Transportation Exhibits: 4 exhibits; Unit Price: $__________; CLIN 0005: Highway 12 Pre-visit wayside exhibits: 6; Unit Price: $__________; CLIN 0006: Post-War Service Station: 3; Unit Price: $__________; CLIN 0007: Historic Lodge and Cabins: 1 exhibit: Unit Price: $__________; and CLIN 8: Generic flat wall mounted orientation exhibits Unit Price: $__________; The Contractor shall provide an option for one additional duplicate replacement panel for eack of the CLIN exhibits at the same unit price as a part of this contract. Detailed Components of the Project: Highway 12 (Pre-visit Waysides): The primary goal of the shuttle is to encourage users to leave their vehicles at the Shuttle Parking and Boarding Area and ride the shuttle into the park. In essence, leave the driving to us If the visitor participates, a reduced level of parking and overall congestion can be resolved. All park visitors use Utah State Highway 12, via Utah State Highway 63 to access the park. Two informational wayside exhibits are to be developed to aid visitors traveling to the park from both the east and west routes along Utah State Highway 12. These exhibits will provide an effective way to communicate with visitors before they get to the Shuttle Parking and Boarding Area. These may follow existing three panel exhibit design, consistent with the architectural theme existing in the area (U.S. Forest Service). Exhibit panels may utilize colored fiberglass. Shuttle Parking and Boarding Area: This site serves as the main point for visitors to park and ride the shuttle. This area is critical for orientation information, maps and exhibits. A series of outdoor, wall mounted, flat, colored fiberglass, wayside and standup exhibits could be developed to convey this information. Interpretive themes may include weather, ranger-guided activities, area orientation map(s), trip planning, common questions, resource information, safety, the National Park System, inspirational messages, etc. Visitor Center / Transportation Hub: All shuttle lines connect at the Visitor Center, providing an ideal place to provide shuttle information for all visitors using the system. Both indoor and outdoor exhibits, similar in design and appearance to those at the Shuttle Parking and Boarding Area, will be developed to serve this need. The visitor center lobby will receive exhibits for display behind the information desk and on an adjacent wall. Outdoor exhibits may be of the stand-up type. Exhibits may convey a variety of themes relating to the alternative transportation system, park resources, weather, common questions, trip planning, the National Park System, ranger-guided activities, safety, inspirational messages, mission statement, passport station, donation, etc. Exhibits behind the information desk may convey "Information" and "Book Sales" signs and the logos of the National Park Service and the Bryce Canyon Natural History Association. Other directional signs needed may include "Auditorium," "Museum," "Mountain Time," etc. Ruby's Inn Sales Outlet: Bryce Canyon has developed a cooperative agreement allowing shuttle users to purchase tickets at Ruby's Inn, a gateway business just outside of the park. A generic flat wall mounted orientation wayside will be developed for this area and for the Park Lodge, Camper Store, Visitor Center and Shuttle Parking and Boarding Area. The content will consist of an overall map and description of the shuttle system. Shuttle Stops: A total of twenty-two orientation exhibits (two each at eleven stops) will be developed for all shuttle stops along the Blue and Red Lines. These may be 3'x 4' flat, colored, fiberglass, framed, panels. The contents of these panels will involve a map, route, location, photograph, and general information on the shuttle system. Examples of current (temporary) shuttle stop exhibits will be provided upon request and current design and software will be available for use by the contractor. Historic Lodge and Cabins: Located within our historic district are the Bryce Canyon Lodge and numerous historic cabins, all built in the 1920s by the Union Pacific Railroad. Interpretive exhibits will look at how railroads, and the transportation they provided, influenced the development of Bryce Canyon and other national parks. It will help our visitors understand the changing methods of transportation, and how each have left their mark on this and other parks. The shuttle will be introduced as the newest transportation method, and a source for solving many resource issues at Bryce Canyon. Post-War Service Station: This historic structure was built to serve growing visitation after the end of World War II. Interpretive wayside exhibits will build on those at the Bryce Canyon Lodge, stressing the impact that automobile visitation has had on the park. These may include historic photographs provided by the park. Additional requirements follow: Contact Robert M. Danno, Chief Park Ranger, Phone 435-834-4800, fax 435-834-4102, for more information. Contractors are encouraged to use the Standard Form 1449 as the first page of their offer/bid/quote and completely provide the requested data for all blocks. If you choose NOT to use the Standard Form 1449, you are cautioned to complete and provide with your written offer/quote/bid all the data requested by FAR 52.212-1. Failure to do so may render your offer/quote/bid as non-responsive and may eliminate you from consideration for award. The clause at FAR 52.212-1 with addenda applies to this solicitation The provision at FAR 52.212-2 Evaluation -- Commercial Items(January 1999) applies to this acquisition with all offers being evaluated against the following factors. The Government plans to award a firm fixed price contract without discussions (but reserves right to hold discussions) resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government will use a technically acceptable, performance price tradeoff source selection technique. In addition to a completed SF Form 1449(or equal), three past performance references, and a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, the contractor shall submit a technical proposal, which shall be limited to 50 pages and shall include conceptual drawings, catalogue cut sheets, product descriptions, any express warranties, and any other information needed so that the government can determine quality, detailing and overall image. The awardee will subsequently be required to submit full written specifications and color boards containing material samples and color finishes for approval prior to construction/ procurement of exhibit components. The proposal shall provide an estimated timeline for the exhibit fabrication and installation and include the price for each of the exhibits/signs and total contract line number (CLIN) price. The contractors technical proposal will be evaluated on a pass/fail basis to determine if it meets the desired quality of materials and design; reflects the design qualities of other NPS Facilities, and portrays the required information in a manner that conforms to the solicitation. Only the proposals determined to be technically acceptable will then be evaluated based upon Past Performance and Price. Past Performance is approximately equal to Price. This will be determined by comparing differences in each offeror's past performance and experience in similar exhibit applications with differences in price to the government. In making this comparison, the government is just as concerned with excellent past performance and prior experience with NPS exhibit projects, as it is with making an award at the lowest overall price to the government. Prior experience with Alternative Transportation Systems is preferred, but not required. The contractor shall provide three references indicative of the prime or sub contractor's performance of projects similar in scope and magnitude during the three year period August 1998 through June 2001. References shall include point of contact's name, current phone number and address. The Government reserves the right to obtain and evaluate other relevant past performance information deemed appropriate. The Government will contact the references to obtain information pertaining to the following attributes: quality of service, schedule, business relations, and management of key personnel. Past performance will subsequently be reviewed and assigned an adjective rating of excellent, good, neutral, marginal or poor based on the perceived degree of risk associated with the contractor's ability to perform the required effort. The Government will then assess each offeror's total contract line number (CLIN) price, to determine reasonableness. Price will be considered in performing an integrated assessment leading to selection of a successful offeror. Since past performance and experience are approximately equal to price, the government reserves the right to select a contractor at other than the lowest price. Proposals that are unrealistic in terms of price may be rejected. The clause FAR 52.212-4, Contract Terms and Conditions -- Commercial Items applies to this acquisition.
