Description

The Department of Defense Education Activity (DoDEA) is a Department of Defense field activity operating under the direction, authority, and control of the Deputy Assistant Secretary of Defense for personnel Support, Families, and Education. It is comprised of the Department of Defense Dependents Schools (DoDDS) and the Department of Defense Domestic Dependent Elementary and Secondary Schools (DDESS). The Department of Defense Dependents Schools Europe (DoDDS-Europe) provides a high-quality PreK-12 education to children of Department of Defense military and civilian personnel stationed in Europe and the Middle East. DoDDS Europe students receive an American-style education and get the added educational benefit of living in a foreign country. The schools are located in the countries of Bahrain, Belgium, England, Germany, Iceland, Italy, the Netherlands, Portugal, Spain, and Turkey. The DoDDS Europe Headquarters is located in Wiesbaden, Germany. The mission of DoDDS-Europe is to provide quality education for dependents of military and civilian personnel assigned in Europe. The Department of Defense Dependents Schools European Procurement Office in Germany intends to solicit and negotiate with only one source under the authority of FAR 6.302. This requirement is for non-personal services in support of the DODDS-Europe Hessen Model Schools Partnership Program. The Model was designed and implemented over a six year period. It was formulated as a partnership program to optimize the use of leading edge educational technology for several DoDDs community schools. Over the years, additional schools were integrated into the Model and are now in various stages of the process. This procurement will continue to support the effort through research and project direction and will integrate additional schools into the Model. Consultants will provide the necessary service and expertise to conduct a program of continued research and to integrate the additional schools into the established Model. The additional research and integration must be based on the existing Hessen Model Schools Partnership research initiative. All materials are copyrighted to the vendor. In order to get to the point where other schools can be integrated into the Model, considerable costs have been sunk into the ongoing research. Under authority of FAR 5.203, the Publicizing and Response time has been shortened to 7 days from the date of this notice. (See Note 22.)
