THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS = PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED = PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-, AS = SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS = ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING = REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE = ISSUED.*****This solicitation, #01-823-4538, is a Request for Quotation = (RFQ). The solicitation document and incorporated provisions and = clauses are those in effect through Federal Acquisition Circular = 97-25.*****The associated North American Industry Classification System = (NAICS) code for this procurement is 333132, and the small business = size is 500 Employees.*****The National Institute of Standards and = Technology (NIST) has a requirement for Position and Orientation = System, Applanix BRAND NAME (POS/LV220 V3 Position and Orientation = System for Land Vehicles applications system; and POS/LV 220 POSPac = Post-Processing Software package), OR EQUAL, which will be used at the = NIST Intelligent Systems Division (ISD) for land vehicle applications. = *****ONLY systems meeting ALL characteristics/specifications which = follow shall be considered for purchase by the Government.*****Salient = characteristics of the system and software include: (A) The Position = and Orientation System shall be a proven, completely off-the-shelf, = unit; (B) The system shall have high precision capability for = measurement of position, roll, pitch, true heading, velocity, = acceleration, latitude and longitude as characterized by the following = unique and required levels of performance: -- Post Processed accuracy = at 60 kph of 0.1 meter with no GPS outage, 0.6 m after 1 min GPS = outage, 1.2 m after 2 min, and 1.7 m after 3 min; -- Drift without post = processing at 60 kph of 1.7 m after 1 min GPS outage, 3.5 m after 2 = min, and 5.2 m after 3 min; -- Heading error of 0.100 degrees; -- Less = than 5 msec data latency; -- Real-time Kinematic (RTK) support; and -- = Data output rates up to 200Hz necessary for capturing highly dynamic = behavior; and (C) The system/software shall be available to be = delivered to NIST within no more than thirty (30) days after receipt of = order (ARO).*****=20 The FOB point shall be DESTINATION, Gaithersburg, MD.*****Quotations = will be evaluated in accordance with Federal Acquisition Regulation = (FAR) Subpart 13.106-2-Evaluation of quotations or offers. Award will = be made based on vendors' (A) Technical Capability to Meet = Specifications (vendors shall address all specifications, and shall = provide indication of understanding and ability to meet requirements); = (B) Past Performance/Experience (vendors shall provide three (3) = references to whom comparable systems, for similar applications, have = been sold over the past five (3) years, including organization name, = point of contact, phone number, and fax number for each); and (C) = Price. (A) and (B), when combined, are more important than = (C).*****The Government anticipates awarding one purchase order = resulting from this combined synopsis/solicitation to the responsible = vendor whose quotation, conforming to this synopsis/solicitation, will = offer the BEST VALUE to the Government, price and other factors = considered.*****Vendors shall address all requirements in this combined = synopsis/solicitation, and shall provide clear evidence of = understanding and the ability and willingness to comply with the = Government's specifications of need.
