Description

17. This notice is a combined synopsis/solicitation, Notice of Intent. The Government intends to negotiate on a sole source basis with Applied Biosystems, 850 Lincoln Centre Dr., Foster City, CA 94404, for sequence detection system supplies for (Perkin Elmer) Applied Biosystems 377 and 3700 DNA Sequencers, in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. The solicitation number is issued as a Notice of Intent (NOI # RML-00003). The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-25 (through 05/02/2001). This acquisition will be processed under FAR Part 12 -- Acquisition of Commercial Items and is not a Small Business Set-Aside. The North American Industry Classification Systems (NAICS) code for this procurement is 325998 and the size standard is 500 employees. SCHEDULE: The Rocky Mountain Laboratories, Laboratory of Human Bacterial Pathogenesis (LHBP) proposes to procure DNA sequencing and RT-PCR supplies in the following estimated quantities: 1) 9 ea. FG SnaPshot Multiplex 5000 Reaction Kit (Catalog # 4323163; 2) 9 ea. Big Dye Terminator Cycle Sequencing v2.0 Ready Reax Kit, (Catalog # 4314416), 3) 99 ea. 3700 POP-5 Polymer (Catalog # 4313087); 4) 9 ea. 50 cm 3700 Capillary Array (Catalog # 4305787); 5) 113 ea. TaqMan One-step RT-PCR Master Mix Reagents 10/kit/pk (Catalog # 4313803); 6) 450 ea. Custom TaqMan Probes, 0.2 mol (Catalog # 450024); and 7) 59 ea. TF, GS120 Liz Size Standard, (Catalog # 4324287from Applied Biosystems, 850 Lincoln Center Dr., Foster City, CA 94404. The LHBP currently has three (Perkin Elmer) Applied Biosystems DNA sequencing machines that include 2 automated high through-put model 3700 capillary electrophoresis sequencers and one manual model 377 plate electrophoresis sequencer. The Applied Biosystems 377 and 3700 DNA sequencers and BigDye chemistry sequencing reaction kits comprise an integral system for DNA sequence determination. The LHBP also utilizes a Perkin Elmer Applied Biosystems 7700 Sequence Detection System for confirmation and additional analysis of DNA microarray, proteomics and genomics data utilizing real-time RT-PCR. These items must be procured from Applied Biosystems because of on-going research currently utilizing these supplies. Changing variables would invalidate previous research efforts; affect the equipment warranties; the ability of the lab to obtain technical support from the equipment manufacturer; and would cause delays in the completion of on-going research and publication of scientific papers. This would result in a substantial financial loss to the Government. FOB Point shall be Destination, Hamilton, MT. This will be an indefinite quantity/indefinite delivery order to provide the above listed sequencing supplies for a period of 4 months. Delivery orders will be placed by designated ordering officials and delivery shall be no more than 24 hours after receipt of the delivery order, with the exception of weekends and Federal Holidays. Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT.
