- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a = Request for Quotation (RFQ). The solicitation document and incorporated = provisions and clauses are those in effect through Federal Acquisition = Circular 97-25. The associated North American Industrial Classification = System (NAICS) code for this procurement is 334119 with a small = business size standard of 1,000 employees. However, this acquisition is = unrestricted and all interested offerors may submit a quote.The = National Institute of Standards and Technology (NIST) has a requirement = for PC-based waveform digitizer cards to digitize shaped pulses derived = from nuclear decay detectors. These pulses vary in their rate = (frequency of occurrence) and amplitude. Their shape is approximately = gaussian with a FWHM (full width at half the maximum amplitude) of 3-5 = microseconds. The characterization of each pulse is critical for the = accurate and precise determination of the activity of radioactive = materials having very low count rates (0.02 pulses per minute) to = relatively high count rates (>1000 pulses per minute). These digitizer = cards are to be a critical component of a new data-acquisition and = processing system for the NIST Low-level Counting Facility. Important = to the measurement process is the speed and reliability of the waveform = cards to digitize pulses continuously with minimal probability of = missing a decay event. The digitizer boards provided shall allow for = each pulse-data record to be stored in computer memory at the fastest = possible speed. The re-displaying of digitized pulses during the data = acquisition is an important capability and will be done in near real = time. The NIST provided program responsible for visualizing the data = will be interruptible by the data acquisition system to ensure prompt = servicing of the digitizer and other acquisition boards.Line Item 0001: = Waveform Digitizer Boards, with the following minimum technical = specifications and the features listed below, Quantity: eight (8) each: = (1) Board shall be Peripheral Component Interconnect (PCI) bus = compatible; (2) Board shall simultaneously digitize two input voltage = signals at a minimum of 60 Million samples per second, with a voltage = resolution of 1 part in 4,096 (12 bits); (3) Board must be capable of = operating in a mode whereupon each trigger causes a particular number = of data points to be stored as a record and then automatically re-arm = itself in anticipation of the next trigger. Subsequent triggers will = cause new data records to be written into separate, successive areas of = memory. The number of points per record shall be programmable in powers = of two over a minimum range of 128 points to 4,096 points per record. = Each channel shall have a minimum of 256k words (one word per 12-bit = digitized value) of acquisition memory; (4) Boards shall have a mode = that can be invoked to record the time-of-arrival of each trigger. = This trigger time shall be stored in acquisition memory along with the = digitized data associated with each record; (5)Boards shall be able to = operate in a master-slave configuration such that two banks of = master-slave ensembles (1 master and 3 slaves each) can operate on the = same PCI bus; (6) In the master-slave configuration, the master shall = be capable of receiving an external trigger and then re-distributing = the trigger to its slave boards so that triggering of all four boards = in each bank is synchronized; (7) In the master-slave configuration the = master board shall provide its analog-to-digital conversion clock to = each of its slave boards so that all signals in a given bank are = digitized synchronously; (8) Board shall be capable of executing PCI = block data transfers at a burst rate of 100M bytes per second or = greater when operating on a full speed (33MHz) bus; (9) Boards shall be = supplied with a software driver that will operate under the Microsoft = Disk Operating System (MSDOS). The driver shall be callable by programs = written in the Borland Turbo C++, Revision 3.0, programming language. = This requirement will ensure compatibility with the existing Low Level = Counting System control program (software). The successful offeror = shall provide: (10) a standard commercial warranty inclusive of quoted = materials, workmanship, parts and labor; (11) a minimum of six (6) = months technical support. Support shall consist of providing answers to = an unlimited amount of telephone, e-mail, and facsimile questions from = the Government. The Government intends to award one firm-fixed price = purchase order resulting from this combined synopsis/solicitation to = the responsible, responsive, technically acceptable offeror whose = quotation conforming to this combined synopsis/solicitation, will offer = the best value to the Government, price and other factors considered. = The following will be used to evaluate quotations: (1) Technical = capability to meet or exceed the Government's technical specifications; = (2) Past Performance information; and (3) Price. Factors (1) and (2), = when combined, are more important than factor (3). The successful = offeror shall deliver Line Item 0001, FOB Destination to NIST, Building = 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. Delivery time = shall be consistent with industry standards but should not be later = than thirty (30) days after receipt of the purchase order. The = provision at 52.212-1, Instructions to Offerors-Commercial Items = applies to this acquisition. The Federal Acquisition Regulation (FAR) = clause at 52.252-2, Clauses Incorporated by Reference applies to this = acquisition. The FAR clause at 52.247-34 F.o.b. Offerors are advised that if a software licensing = agreement is required then it must comport and applicable with Federal = laws and regulations. If such license agreement conflicts with Federal = laws and/or regulations or otherwise is inconsistent with the spirit = and/or intent of Federal commercial item acquisition regulations, then = the Government may require wording revision in that license agreement = before a purchase order could be awarded.?
