DESCRIPTION: This is a combined synopsis/solicitation for = commercial items prepared in accordance with the format in Subpart = 12.6, as supplemented with additional information included in this = notice. This announcement constitutes the only solicitation. Quotations = are being requested and a written solicitation will not be issued. = Solicitation No. 861-B127 is issued as a Request for Quotation (RFQ) = using Simplified Acquisition Procedures. The solicitation document and = incorporated provisions and clauses are those in effect through Federal = Acquisition Circular 97-25. This action is set-aside for small = business. This is a brand name or equal. Brand name or equal = description is intended to be descriptive, but not restrictive and is = to indicate the quality and characteristic of products that will be = considered satisfactory to meet the agency requirement. The North = American Industry Classification System (NAIC) code is 334220 and the = size standard is 500. The National Institute of Standards & Technology = (NIST) intends to obtain Microwave Radios and Cabling in accordance to = the specifications identified below. The Contract Line Item Number = (CLIN), quantities, and unit of issues are as follows: CLIN 0001, 1 = each DS-3 (45 Megabit/sec) Microwave LIN Interface: 75ohm BNC in/out. = Includes T1 side channel with RJ-48 interface, Part No. BS-WA-DS3. = CLIN 0002, 1 each 300RF Signal & Power Cable Kit, Part No. CKIT-C25. = CLIN 0003, 2 each 18 inches Parabolic Antenna -- Part No. HE1.5-220. = Clin 0004, 2 each Waveguide (connects to item 1 to 3) Part No. = RFGV-42-30. CLIN 0005, 1 each Non-Penetrating Roof Mount, Dimensions: = 2 3/8 inches OD X 6.5 Part No 99281. CLIN 0006, 1 each Rubber Roof = Mat Part No. B1564. CLIN 0007, 1 each FCC Licensing Part No. MBS-FLI. = CLIN 0008, 1 each Installation Assistance, Test & Cutover and travel = for installation of Part No. MBS-INS. The Government requires a = 12-month warranty on all parts and labor and installation. Required = delivery within 30 days from contract award. FOB Gaithersburg, MD; = Delivery location is National Institute of Standards and Technology, = 100 Bureau Drive, Building 301, Shipping & Receiving, Gaithersburg, MD, = 20899-0001. The provision at FAR 52-212-1, Instructions to Offerors -- = Commercial Items are applicable to this acquisition. Evaluation of = quotations will be conducted using FAR 13.106-2. The award will be = made to the responsible vendor based on Best Value using a technical/ = price trade-off of the following: a) Technical capability to meet the = specifications. Failure to meet the specifications will preclude the = offer from further consideration; b) Past performance indicating = ability to supply similar products and services and delivery on time; = Offerors shall address ALL requirements herein, and shall provide clear = evidence of understanding, ability and willingness to comply with the = Government's specifications. Offerors shall submit 1) Three (3) copies = of quotation which addresses all of the CLINs; 2) Evidence of past = performance during the past three years for same or similar = products/services; 3) Three (3) copies of technical description of the = items being offered in sufficient detail to evaluate compliance with = the requirements in this solicitation and a copy of the terms and condit= ions of the proposed warranty; 4) Two (2) copies of the most recent = published price list(s).
