*Due to transmission errors this solicitation is being re-posted = * =20 Financial Management Service (FMS), U. S. Department of the Treasury = intends to utilize the database services of the West Group, 620 = Opperman Drive, St. Paul, MN 55164 for legal on-line research services. = FMS requires the use of a government case law and a history of = government case law database. The period of performance begins June 1, = 2001 and ends September 30, 2002 with three (3) one year options. FMS = expects that these services will be used primarily by the Offices of = Chief Counsel and Legislative and Public Affairs; however, other = offices within FMS will have some need for legal and periodicals = research. Vendors who believe they can perform these services must = submit a capability statement. This statement shall include technical = and price data. Technical data provided should include descriptions of = available databases, including laws, regulations, government case law, = citation services, legislative history, legislative tracking, = publications (government and private sector), news and any other = available databases. Vendors not submitting this information or merely = requesting a copy to the RFQ will be considered non-responsible. = Evaluation of any offers received will be made on the basis of best = value to the government considering technical and price factors.
