Potential commercial sources sought. Director for Safety and Survivability (S&S), Office of the Assistant Secretary of the Navy (Installations & Environment) is tasked to make immediate improvements to operational safety and combat survivability for all U.S. Navy surface, subsurface, air, shore, and Marine Corps commands. The approach is to use commercial off-the-shelf (COTS), non-developmental items (NDI) of technologies, products, systems, materials or equipment that satisfy requirements for personnel protection, damage control, firefighting, passive and active fire protection, hazardous chemical environments, ballistic protection, and high energy level (nuclear and other) exposure. To ensure rapid fleet introduction, COTS and NDI equipment are pre-tested (frequently at government expense) and certified for use with a Qualification Requirement (QR) prior to contract award. This notice publicizes for informational purposes only those equipments, materials, systems, products or technologies that have met QR's and have received interim certifications for immediate procurement and operational use. This is not an official endorsement of any of the products mentioned in this announcement. The following is a listing of such items qualified within the past twelve months: ITEM (1) Wet Weather Outer Wear: Watershed, Inc., 2895 Valpak Road, N.E., Salem, OR 97303, Nitrile Industries Rainwear (Jacket -- part number MAC375 and Bib-Overall -- part number 400RK); APPLICATION: The water repellant wet weather outer wear will be used by all Navy/Marine Corps personnel during inclement weather both ashore and afloat. ITEM (2) Cordless Reciprocating Saw and Cordless Drill: Dewalt Industrial Tool Company, C/O Black & Decker, 701 East Joppa Road, Towson, MD 21286, Heavy Duty Cordless Reciprocating Saw (18 Volt), Dewalt Catalog #DW938, Milwaukee Catalog #6515-20 and -Inch Cordless Adjustable Clutch Drill (18 Volt), Dewalt Catalog #DW995, Milwaukee Catalog #0251-20; APPLICATION: This cordless reciprocating saw and cordless drill will be used by all Navy/Marine Corps firefighters during casualty and damage control operations, both ashore and afloat. ITEM (3) Emergency Personal Locator Transmitter: Breitling USA, Inc., Two Stanford Landing, Stanford, CT 06902, Emergency Personal Locator Transmitter Model #E5612110; APPLICATION: The emergency Personal Locator Transmitter will be used by all Navy/Marine Corps pilots and aircrews in the event a water or land rescue becomes necessary. ITEM (4) Flange Spreading System Damage Control and Maintenance Operations: Gra Bon, Inc., P.O. Box 1041, Rosenberg, TX 77471, Gri-Tec Flange Spreading System # AF4-150-M, AF4-250-M, AF6-150/250, AF8-150/250, AF10-150/250 and MSK-3 Spacer Kit; APPLICATION: The flange spreading system will be used by all Navy/Marine Corps damage control and maintenance personnel ashore and afloat for routine and emergency repair of pipes and valves. ITEM (5) Firefighter's Thermal Imaging Cameras: ISG Thermal Systems, USA, 170 Stanley Court, Lawrenceville, GA 30044, Model K90-Talisman and Model K90-SS2000, E.D. Bullard Company, 1898 Safety Way, Cynthiana, KY 41031, Model Bullard TI Navy. APPLICATIONS: Firefighter's Thermal Imaging Cameras are used by damage control and firefighting personnel on ships and on shore to see through dense smoke in order to locate the seat of the fire and to rescue victims overcome by the fire and its effects. ITEM (6) Man Over Board Indicator (MOBI) System: Sea Marshall Rescue Systems, Ltd., 1411 Broadway Ave., 12th Floor, New York, NY 10018, SMRS8L Personal Locator Beacon, MWR-121 Crewguard Receiver and MDF-202 Directional Finder. APPLICATION: The MOBI system will be used to indicate man over board occurrences, activate an alarm on the ship, and provide directional guidance of a rescue team to the victim. All US Navy ships can use the MOBI system; however, its initial application is intended for ships with flight decks. The above listing remains open for the inclusion of additional products meeting the necessary requirements. Potential offerors who have off-the-shelf equipment, materials, systems, products or technologies in the above mentioned areas, and are available for operational assessment to determine if they meet Navy operational safety and/or combat survivability needs, should submit manufacturer's information to the following address: Office of the Assistant Secretary of the Navy (Installations & Environment), Director of Safety and Survivability, WNY Bldg. 36, Room 110, 720 Kennon Street, S.E., Washington DC 20374-5028 referencing this synopsis within 30 days of appearance of this notice in the Commerce Business Daily. Information submitted should be pertinent to this synopsis only. Acknowledgement of receipt and intent to evaluate responses will be made as time permits. This is not a request for development proposals. Any information provided by potential offerors should be forwarded at no cost to the government. Proprietary or restricted information should be designated as such. Submission should include available technical, operational and cost data. Offerors are advised of the potential for destructive testing of items during the operational assessment. The Navy and its representatives shall not be obligated to pay for such items if damaged or destroyed. This notice is not a solicitation for bid, and will not necessarily, but can result in a contract award. A product receiving certification that meets the qualifications requirements would be a candidate for procurement under separate solicitations. (XXXX)
