- Description
- A sole source procurement is contemplated with Honeywell International Inc, Honeywell Laboratories, 12001 State Highway 55, Plymouth, Minnesota 55441. The Government has a need to complete the micro-machine processing of nine (9) residual infrared resistor array CMOS substrates from the Wideband Infrared Scene Projector (WISP) program. Subsequent to the resistor fabrication run the silicon WISP wafers will be diced and mounted into projector element modules (PEMs) compatible with the current Kinetic Kill Vehicle Hardware-in-the-Loop (KHILS) PEM design. This PEM design includes electrical, coolant, and external vacuum interfaces as well as an ion vacuum pump as an integral component of each PEM. Although there are other sources for resistive arrays, none of these sources use the Honeywell resistor array fabrication process required to complete the fabrication task. Two Government laboratories and one Government test facility, the Kinetic Kill Vehicle Hardware-in-the-Loop Simulator (KHILS) at Eglin AFB, the Air Force Research Laboratory Sensors Directorate at Wright Patterson AFB, and the Air Force Electronic Warfare Evaluation Simulator (AFEWES) in Ft Worth, TX have a need for projector element modules (PEMs) to support test and evaluation of advanced state-of-the-art seeker and control system performance under varying mission scenarios through hardware-in-the-loop (HWIL) simulations. As the exclusive developer and fabricator of the WISP resistor array and the KHILS PEM, Honeywell is the only company that can accomplish the work on the nine (9) resistor arrays and deliver populated PEMs to the Government. All responsible sources may submit an offer. An Ombudsman has been appointed to hear serious concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine or administrative questions should be directed to the Contracting Officer or Program Manager. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern.
