- Description
- The Robert Morris Acquisition Center (RMAC) Army Research Office proposes to award a five-year cost reimbursement/requirements type contract to obtain scientific, technical and advisory services for solution of problems related to research and development projects within the Government. Most services are short-term and intermittent. The program, referred to as the Scientific Services Program (SSP), is composed of the following subprograms: (a) Short-Term Analysis Services (STAS). This subprogram is designed for the resolution of problems when the objectives are anticipated to be achieved in a short period of time (usually within a two-year period). The preponderance of the total effort awarded under the SSP will be STAS. (b) Laboratory Research Cooperative Program (LRCP). This subprogram is for the exchange of information betwen university, college faculty and Army laboratory or center personnel. This effort is performed during the summer months but the awards may be extended to a one-year period. (c) Summer Faculty Research and Engineering Program (SFREP). This subprogram is for collaborative research and exchange of information between university, college and technical institution faculty members and U.S. Government Laboratory or center personnel. Effort is accomplished entirely at U.S. Government Laboratories and Centers, primarily during the summer months. (d) Summer Associateship Program for High School Science and Mathematics Faculty (HSSMF). This subprogram provides summer associateships to outstanding High School teachers to conduct research in Government Laboratories and Centers. The research is conducted entirely within U.S. Government laboratories or Centers and is designed to have a positive influence in stimulating and encouraging more High School students to undertake science and mathematics careers. (e) Post Laboratory Research Cooperative Program/Post Summer Faculty Research and Engineering Program (PLRCP/PSFREP). These subprograms provide a means for the scientist to continue his/her research effort after finishing the summer associateship work in the U.S. Government Laboratories and Centers. (f) Conferences, Workshops and Symposia (CWS). This subprogram provides administrative and technical support to organize and conduct conferences, workshops and symposia. A cost reimbursement type contract will be awarded to the successful offeror. The contract will require the contractor to provide the requested scientific, technical and advisory services as the need arises. The contractor must possess the capability (technical, facilities, and management) to provide at least 25% of the requested services from its own staff. The contractor must have the capability to subcontract for the services when the conditions dictate. Depending on individual statement of work requirements, these subcontracts may be awarded to individuals, industrial organizations (small and large businesses), universities, and nonprofit organizations. The contractor will be held responsible for the management of the entire program (all subprograms), including the management of all subcontractors, associated contract requirements and program accomplishments. The contractor must have a broad range of competence in the physical and social sciences and in technology. Following are randomly selected examples of program research requirements: (a) Radar Moving Target Indication Detection and Tracking Analysis; (b) Recent Developments in Composites and Nondestructive Testing; (c) Porcine Model for Evaluating Cardiopulmonary, Metabolic, Biochemical and Immunological Toxicities of Freeze-Dried Liposome Encapsulated Hemoglobin; (d) Provision of Numerical Weather Prediction Expertise and Modeling; (e) Development of a Navy-Wide, Personal Computer, Exit/Retention Survey (Argus). The solicitation will be issued on or about 18 June 2001. Hard copies will not be available.
