- Description
- Zion National Park is seeking a firm(s) to provide Architect/Engineer (A/E) services for projects within the Park. The selected firm shall be predominately an architectural firm. In addition to architectural services, incidental services from other disciplines such as structural, mechanical, geotechnical, civil, and electrical engineering, and landscape architecture may be required. Projects may include, but are not limited to, architectural services of new and existing facilities such as visitor, administrative, and maintenance facilities, comfort stations, single and multi-family housing, historic structures, and various support structures and amenities. All work processing shall be completed in AutoCAD 2000 for compatibility with National Park Service in-house software. All work is subject to review and supervision by the Contracting Officer or other designated representative. Anticipated work may include, but not be limited to the following: (a) Title I Services (Schematic Design & Design Development):project scoping & programming;site planning & analysis; building conditions inventories;conceptual, schematic, & preliminary design; code research & analysis; design development; design analysis; energy & life cylce/value analysis; outline specifications; preliminary cost estimates; visual simulation including computer imagery, color perspectives,& model building capabilities; & other Title I services as needed. (b) Title II Services (Construction Document Development):preparation of working drawings; construction specifications; constructability analysis; construction cost estimating; value engineering;& other Title II services. (c) Title III Services (Construction Support): site visits, consultation, & construction inspection; review of shop drawings & submittals; assistance in preparation of contract modifications; preparation services. Work will be performed under an indefinite delivery/indefinite quantity contract, & task orders will be issued defining the scope of services for each project as funding becomes available. Contracts will be for a one year period with an option to extend up to four additional years. Individual work orders will be negotiated, but will not exceed $250,000 with the total contract not exceeding $750,000 for the life of the contract. This solicitation is open to small & large businesses, and is subject to Public Law 100-656. Architect/Egnieer firms are invited to submit a Standard Form 254, Architect-Engineer & Related Services Questionnaire & a Standard Form 255, Architect-Engineer & Related Questionnaire for Specific Project. Firms having a current standard Form 254 on file with Zion National Park are not required to resubmit the information/forms. Please note, the criteria shall be used by the NPS in lieu of the criteria listed under Note 24. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated. Evaluation of the firm will be based on the following criteria, listed in order of importance: 1)Professional qualifications necessary for satisfactory performance of required services. 2)Office location in general geographical area of Zion National Park. 3)Capacity to accomplish the work in the time required & past performance on contracts in terms of cost control, quality of work, & compliance with performance schedules. 4)Previous projects in national parks, projects for other federal & state land management agencies,& projects in Southern Utah. 5)Specialized & recent experience & technical expertise in design of small projects (Note: design services between $5,000 to $25,000). Following the evaluation of the qualification & performance data submitted, one or more firms that are considered to be the most highly qualified will be awarded the contract(s). This is not a request for proposal. Responses must be received before 4:30 p.m. mountain standard time, 30 calendar days from the date of this publication (first work day following a weekend or holiday) in order to be considered for selection.
