- Description
- The Defense Commissary Agency (DeCA) operates approximately 290 commissaries worldwide. Every commissary uses a point-of-sale (POS) system to process customer purchases, capture sales and financial data from those purchases, produce management reports, and provide information to other DeCA business systems. The current POS system architecture, procured in 1996, uses commercial-off-the-shelf (COTS) non-developmental hardware and software, and limited customized software developed for DeCA specific requirements. DeCA continues to migrate towards an open systems architecture that uses hardware and software standards to allow flexible interfacing of components and systems from various manufacturers. Such a design will enable DeCA to upgrade the system to keep pace with future technology advances without disrupting commissary operations. DeCA is refreshing its existing POS system that will enable it to provide commissary patrons with additional and more efficient services. The requirement is to sustain the current POS capability and identify and replace selected hardware and software to extend the system life 6 years. Support infrastructure such as checkstands, generators, and uninterruptable power supplies (UPS) shall only be replaced as needed. To meet this objective, the following shall be accomplished: Identify and replace selective hardware and software to enhance the POS baseline, thereby defining a POS-TR solution; Provide support services to support the POS-TR solution; Warrant all hardware and software installed as part of the POS-TR effort; and Provide hardware, software, and support services to support commissary construction/modernization and/or hardware and software replacement up to and including complete systems. In-place technology shall be leveraged by focusing on enhancements that improve the value of the commissary benefit, reduce operating costs, ensure system sustainability and supportability, and support a skilled workforce. All elements of the POS-TR shall be available as COTS (software developed to meet system specifications may be an exception). Hardware and software upgrades with proven performance in the supermarket industry should be incorporated. The POS-TR operating and application software shall conform to open system standards to enable system scalability, portability, and interoperability. Maintenance for all POS hardware and software integrated into the POS-TR system is required. Support services include, but are not limited to, site surveys, site preparation, system conversion, post- installation support, training, consumable supplies, installation, de-installation, and trade-in. A Draft Request for Proposal for this requirement, DCA200-01-R-5028, will be posted to the following DITCO web site for industry comment on or about 11 Jun 01: https://www.ditco.disa.mil/dcop/Public/asp/requirements.asp. Hard copies of the draft will not be available. A Final RFP will be posted to the DITCO web site approximately 19 Jul 01. A letter releasing the draft and final RFPs will also be posted to the above web site. All questions/comments to the draft shall be in writing. Further direction will be provided in the release letter. Instructions for submission of the proposal will be issued in Section L of the RFP.
