This modificaiton is issued to provide the following = full text as was originally intended: THIS IS A NOTICE OF INTENT TO = AWARD A SOLE-SOURCE PROCUREMENT to develop, design, operate and = maintain an Oracle Database Development Service For Student Records = Systems -- An Enterprise Database. POC: Sharon D. Bodford at = 912-267-2615. The FLETC Procurement Division proposes to procure this = requirement on a sole source basis with BTG, 1501 Merchants Way, = Niceville, Florida 32578 in accordance with 41 U.S.C. 253(c)(1) as = implemented by FAR 6.302-1, Only one responsible source and no other = supplies or services will satisfy agency requirements. The intent of = the award is based on BTG's development of FLETC's Geographic = Information System and an associated spatial database, which will = reside on the same Oracle server housing the Enterprise Database. = Additionally, BTG is currently completing a contract to deliver an = Information Technology (IT) architecture document to the FLETC = documenting all of the IT systems and how they relate to one another = and to the business processes of the Center. Another deliverable from = BTG will serve as the blueprint and strategy for the development of the = Enterprise Database. It will be from this architectural blueprint that = will determine which systems will tie to the database and how in order = to develop, design, operate and maintain an Oracle Database Development = Service For Student Records Systems. Therefore, to compete this = requirement and award to another contract would cause an undue expense = to the Government, the loss of valuable IT information already = performed and the risk of not completing the requirement in Fiscal Year = 2001.
