Description

This is a notice of intent from the Naval Air Warfare Center, Aircraft Division to issue a Cost Plus Fixed Fee (CPFF) completion contract, on an other than full and open competition basis, to Palomar Products, Inc., 23042 Arroyo Vista, Rancho Santa Margarita, CA 92688-2604. This contract is for the modification of the VH60/VH3D Intercommunication System to incorporate the Red/Red Isolation requirement. NAVAIRSYSCOM has tasked NAWCAD to upgrade the Integrated Communication system's capabilities of the VH60/VH3D aircraft. The ICS referenced here is an existing part of the VH60/VH3D aircraft. There are no alternative or second sources for these units at this time. Palomar Products, Inc. is the only supplier of the ICS in this form, fit, and function. The selection of another ICS would require extensive re-testing of all performance characteristics as well as a possible redesign of the aircraft installation. These efforts would result in prohibitive costs and unwarranted delays on critical program schedules for the executive missions helicopter program.
