Description
The United States Agency for International Development Mission to the West Bank and Gaza (USAID/WB&G) is seeking applications from U.S. private voluntary organizations (U.S. PVOs) and U.S. non-governmental organizations (U.S. NGOs) to implement a two-year emergency medical and public health assistance program in the West Bank and Gaza, subject to the availability of funds. The Cooperative Agreement, when awarded will mobilize immediate and medium-term assistance in the medical and public health sectors to help alleviate the results of the recent violence. The objective of the Emergency Medical Assistance Program is to provide a rapid response to meet the greatly increased medical needs caused by the violence and the economic downturn which is putting great strains on families as well as health care providers. With the addition of some 20,000 Palestinians wounded as a result of the Intifada, the strain on the Ministry of Health (MOH) facilities and NGOs is enormous. While NGOs were, in the recent past, able to charge at least a small fee, very few patients can now afford even minimal charges; thus, resulting in the provision of services free of charge. Without this revenue NGOs are finding it difficult to pay salaries and other operational expenses. At times, this leads to a complete closure of medical facilities. USAID intends for this new activity to address the problems outlined above by providing needed emergency medicine training, equipment, supplies, monitoring, and limited budgetary support to Palestinian NGOs providing medical care to the population. No funds will go directly to the Palestinian Authority for this assistance package. The applicant that is selected will manage a series of sub-grants under a Grants-Under-Agreement arrangement to local NGOs that will submit proposals, which address emergency health problems in the West Bank and Gaza.
