- Description
- The Department of Health and Human Services, Health Resources and Services Administration (HHS, HRSA), intends to conduct a limited competition to contract with one of four cooperative Centers for Health Workforce Studies (CHWS) to examine both the geriatric health and the public health workforce. This proposed contract will support national and state efforts to improve access to care through more consistent and increased efforts to prevent the occurrence of, or to minimize the effects of, any health workforce shortages. The contractor shall determine: 1) who is caring for the elderly, 2) in what setting the care is administered, 3) what service each geriatric worker provides, and 4) the education and training level of the geriatric health workforce. Further, the contractor shall define the public health workforce infrastructure and examine who and what constitutes the public health workforce. The contractor also shall study the supply and demand for public health physicians, dentists, and nurses. For this Bureau of Health Professions (BHPr) research initiative to succeed, the contractor must currently maintain a strong academic base and extensive expertise both in health workforce analysis and projection of health workforce supply and requirements. The contractor must exhibit a working knowledge of relevant state agencies and organizations. Finally, the contractor must demonstrate comprehensive understanding of BHPr's philosophy, goals, strategies, measures of success, and expectations. HRSA based its decisions to limit competition to the four cooperative CHWS's, because these CHWS's demonstrate unique qualifications to accomplish this work, given their established and respected capacity and publications in health workforce analysis, their working relationship with proper agencies and organizations within their states, and their familiarity with national and state health workforce policy concerns and issues. Each CHWS addresses all aspects of the health workforce in their states in the context of regional and national implications and significance, while building on the areas their special emphasis, expertise, and institutional support. No other organization combines the CHWS's extensive experience with health workforce analysis consistent with BHPr's goals and expectations -- credentials imperative to the success of this project. HRSA has justified other than full and open competition in accordance with 41 USC 253(c)(1)-only one responsible source. Potential sources having the capability to provide these services may demonstrate this in writing to the contract specialist above named, citing the project title and solicitation number within 15 calendar days of the date of publication of this notice. No solicitation document exists; therefore, the contract specialist will not consider a request for this document. See numbered Notes 22 and 25.
