- Description
- The U.S. Army Corps of Engineers (USACE) intends to negotiate a sole source contract with the University of Rhode Island (URI) to perform monitoring of impoundment water quality and river sediments at two locations on the Blackstone River (Fisherville Pond Dam, Grafton, MA and Rice City Pond Dam, Uxbridge, MA) to identity existing conditions, then utilize this and other recently gathered data for calibration of the QUAL2E water quality model that has been developed by the URI as described in the Blackstone River Initiative Draft Report, dated February 1998. After completion of the sampling phase, the the existing QUAL2E model will be modified and calibrated to incorporate this new data, along with other water quality data collected (throughout the Massachusetts reach of the river) for the USACE from fall 2000 through summer 2001. Each impoundment will be periodically monitored at various locations (to be located by GPS) and depths, throughout the summer and fall, with several laboratory and field parameter determinations required to determine water quality, productivity and sediment impacts. In situ monitoring devices will also be employed to capture diurnal data at key locations in the impoundments. Within two months of completion of the sampling phase, a report will be provided with discussion of methods, sampling locations, and results. Also to be delivered is the above-mentioned expanded and recalibrated model, along with support to enable USACE personnel in efforts to utilize the model in determination of various project alternatives with environmental benefits. Alternative qualified applicants must be able to demonstrate intimate knowledge regarding environmental issues on the Blackstone River and existing QUAL2E model that is to be updated, must be able to adhere to a schedule that will not impact the overall schedule of the feasibility study, and must be able to supply all data and work based on standards outlined for the study. No solicitation will be issued. Any questions or proposals indicating qualifications must be in writing and mailed to the address above. If no responses are received by June 21, 2001, award will be made to the University of Rhode Island.
