Description

The Department of Health and Human Services, Health Resources and Services Administration (HHS, HRSA), intends to contract on a sole source basis with Michigan State University (MSU), East Lansing, Michigan, to provide an operational plan for conducting a national study of the health perceptions, behavior and care utilization of African American women. The proposed follow-on contract will complete work that MSU began under a prior HRSA contract to implement a national study. The study will consider several factors: 1. Comparability of community health center data systems, 2) modification of the computer-assisted personal interview and telephone interview to African American women living in rural communities, 3) capacity of community health center staff to gather data, and 4) costs associated with conducting a national study. The proposed contractor will: 1) meet with the project officer to discuss all aspects of the proposal, 2) conduct the pilot in one rural community health center serving African American women, 3) meet with the Office of Minority Women's Health and the Office of Data, Evaluation, Analysis, and Research staff to determine the proper size for a national study, 4) develop criteria for selection of participant community health centers, 5) modify and refine the computer-assisted personal interview and computer-assisted telephone interview survey instruments based on the results of the pilot study, 6) submit a draft copy of the operation plan to launch a national study, and 7) submit a final copy of the operation plan to conduct the study and, with project officer approval, conduct the study. The government has prepared a justification for other than full and open competition in accordance with 41 USC 253(c)(1)-only one responsible source. Potential sources having the capability to provide these services may demonstrate in writing their interest in and capability to perform this requirement. Please provide this information to the contract specialist above named, citing the project title and solicitation number within 15 calendar days of the date of publication of this notice. No solicitation document exists; therefore, the contract specialist will not consider a request for this document. See numbered Notes 22 and 25.
