Description
The Social Security Administration (SSA) intends to issue, on a = sole-source basis under Simplifies Acquisition Procedures, an order = with Management Systems Designers (MSD). To the Government?s knowledge = MSD is the only known source that can provide the work that meets all = of the requirements listed below. Any responsible party that feels it = has the capability to provide these services, meeting all of the = requirements below may write to the referenced Contract Specialist. = The reference number for this announcement is SSA-3350-01-1076. This = announcement and incorporated provisions and clauses are those in = effect through Federal Acquisition Circular 97-16. Responses in regard = to this announcement shall be submitted by June 5, 2001, 3:00 P.M., = Eastern Standard Time, addressed to ATTN: MEGAN ROBEY, SOCIAL SECURITY = ADMINISTRATION, OFFICE OF ACQUISITIONS AND GRANTS, 1710 GWYNN OAK = AVENUE, BALTIMORE, MD 21207. FAXED RESPONSES WILL NOT BE EXCEPTED. = The Government does not intend to pay for any information provided. = All responses from responsible sources will be fully considered. If no = affirmative written responses are received by the due date indicating a = comparable source exists, an order will be placed with MSD for the = requirements stated below. =20 BACKGROUND: The Office of Public Inquiries (OPI) is responsible for the handling of = sensitive or high-priority inquires within the agency. They are also = responsible for disseminating public information and for responding to = the inquiries initiated from the public about the Social Security = programs. These offices are currently located off-site of the main = campus in the Windsor Park Building. The SSA offices that are involved in this inquiry process use the = Optical System for Correspondence Analysis and Response (OSCAR). The = OSCAR system was designed by MSD in a modular architecture so that = additional technological advances could be incorporated within the = structure when the capabilities became available. OPI would like to = add the FAX and Email functionality into the OSCAR System. The = integration of this functionality should use the resources currently = available to the Social Security Administration. This would include = but not be limited to the use of Microsoft Outlook2000, Microsoft = Office 97, Windows NT, Fax Sr., Staffware 97, Oracle 7.3.3 and Kofax = Capture and Ascent Storage. The government shall provide the COTS = software and hardware. The contractor shall provide the integration. = The integration should appear seamless to the user. =20 This is a firm fixed price deliverable-base task. REQUIREMENTS: The contractor shall provide, install, integrate and implement as = operational a fax/email component compatible with the existing OSCAR = system.=20 1. Transmission Requirements The process of transmitting documents electronically, through Fax and = Email must be efficient and easy for the users to learn and use. a.) The user interface should mimic the current interface used for = printing. b. ) An address book will be provided by OPI for the integration into = the process. c. ) An interface will be provided to allow the user to search the = database for individual cases and select from those cases the documents = they wish to send. A list of documents will be displayed and the user = will then specify which documents to send. The ability to send multiple = documents with one transmission is critical. There should be not limit = to the number of documents to be sent. The ability to send before = and/or after documents are archived is necessary. The system must = support the transmission of all file formats currently used as agency = standards. d.) The workflow shall be modified so that at the time of archive, the = choice can be made whether the final response shall be sent to fax, = email, or printed to paper=20 e.) When the electronic transmission takes place and email message will = be created and the selected documents will be added as attachments. = The users will address the message to a fax or email address and type a = brief message, or use a preformatted template or cover sheet. f.) The transmission must have the ability to be sent anonymously, no = specific email address shall be shown in the 'from' field.=20 2.) Receiving Fax and Email Oscar must be able to receive faxes and emails of all electronic file = types and place them under control of the Oscar system. Received = documents must be capable of being viewed, printed, stored, deleted and = attached to email and transmitted over the LAN. Incoming faxes and = emails will be addressed to one or more central OPI group mailbox. This = will be for documents addressed to the agency or component. An = immediate email acknowledgement should be sent to originating email = destination. Faxes and emails to individuals will be able to be = screened and routed via Exchange to the proper individual's mailbox. = The ability to screen for key words within subject lines of email or = fax is necessary. A program will be written to check the OPI mailboxes for incoming = documents. When a document is discovered it will be opened, its = attachments extracted. A case will be created and the attachments and = the email body will be linked to the case. These documents will be = stored on optical media. This case will be sent to one of two Staffware = mailboxes set up to receive faxes and emails. These will be router = mailboxes within the OPI Staffware workflow. There will be the ability = to delete a case that has been improperly routed to a staffware = mailbox, or reroute it to its proper destination through fax, email or = staffware.=20 The following provisions at FAR 52.212-1, Instruction to = Offerors-Commercial Items (tailored) apply to this acquisition: = (b)(1)-(b)9, (b)11, (c), and (g). There are no addendum to these = provisions. Offerors are required to complete and include a copy of the = provision at FAR 52.212-3, Offerors Representation and = Certification -- commercial items, with their quote. The provisions at = FAR Part 52.212-4, Contract Terms and Conditions-Commercial Items apply = to this acquisition. Addendum to FAR 52,212-4 (o) warranty: add "the = Government will accept the contractors commercial warranty." The = following provisions at FAR 52.212-5, Contract Terms and Conditions = Required to Implement Statutes or Executive Orders-Commercial Items = apply to this acquisition: (a)(1), (a)(2), (b)(11), through (b)(15). = RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION OF = THE INFORMATION RECEIVED.
