Description

Notice of intent to negotiate a sole source contract with Dr. Ken Newman-Div. of Statistics-University of Idaho for the National Marine Fisheries Service (NMFS). Purpose of proposed contract is to develop models of salmon population dynamics. Proposed contractor will develop state space models (SSM), both Gaussian and non-Gaussian, or Sacramento River winter-run chinook salmon population dynamics and observations, and methods of estimation. Proposed contractor will also conduct research on efficient estimation methods for non-linear, non-Gaussian SSMs of high dimension for salmonid population/observation systems. Proposed contractor only source known since he pioneered application of state-space modeling to complex salmon management problems and is the only statistician publishing papers on this topic. No other source known with requisite knowledge of statistics and Central Valley salmon issues as well as a proven track record to develop complex models and estimation methods and publish the results in peer-reviewed literature.
