Description

This proposed procurement is Unrestricted. SIC 0782. NAICS 56173. Estimated cost of services is between $1,000,000.00 and $5,000,000.00 for the Base Year. All responsible sources may submit a proposal, which will be considered. The project is advertised as a Request for Proposal (RFP). This request for proposal requires separate technical and cost proposals to be evaluated on a Best Value basis for award of the project. The technical evaluation criteria, in descending order are: Past Performance/ Relevant Experience, Operating Procedures to Accomplish Requirements (to include materials & equipment) and On-Site Management/Supervisor/Experience/Trained Personnel. Proposal submittal instructions will be included in the RFP. The contract will be awarded for a base year and four option years (if exercised). Work consists of providing all services, materials, supplies, supervision, labor, and equipment to provide grounds maintenance services consisting of mowing, edging, trash and debris removal, floral pick up, leaf removal, filling and top-dressing sunken graves, sodding, snow and ice removal, post-burial care, and clean up prior to ceremonies at the Arlington National Cemetery in Arlington, VA. The solicitation will be provided in an electronic format, free of charge, to all registered plan holders. The media through which the Government will issue this solicitation is the Internet only. This solicitation will not be issued in paper. All responsible sources may submit a bid, which shall be considered by the agency. Contractors requests for this solicitation will be performed through ASFI. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract.
