- Description
- The Department of the Treasury seeks information on the availability of = a new agency wide Travel service. This is a Request For Information = (RFI) issued solely for information and planning purposes. It does not = constitute a Request For Proposal (RFP). Treasury personnel and their = consultants will use the information obtained in response to this RFI = exclusively to determine the availability and potential cost for a = fully integrated travel service. Treasury will re-engineer its = business processes to provide best business practice to fully support = life cycle management of Treasury travel requirements. Treasury seeks = an integrated service which will support the following functions: (1) = Application support, (2) Data storage, (3) Batch financial data output = which provide appropriate data for the submission of transaction to = JFMIP compliant financial systems, (4) Hosted database for analysis, = (5) Assist in training, (6) PKI enabled, (7) provide access and = maintain all modules to include commercial reservation, (8) provide all = Federal and agency-wide reporting and metrics requirements, and (9) = maintain data archive. =20 GELCO travel software is currently deployed independently throughout = many of Treasury bureaus. This software must comply with Joint = Financial Management Improvement Program (JFMIP) and Federal Accounting = Standards Advisory Board (FASAB) requirements. Responses shall state = whether or not this capability is already contained within available = services.=20 GOALS ? Treasury?s goal is to identify a commercial source for travel = service that would reduce the Department?s reliance on in-house support = and create a more efficient delivery of travel services. The = Department seeks an end-to-end service which would include: (1) Direct = access by Treasury travelers through secure and encrypted service that = validates the user identity and authority through PKI digital signature = capability, (2) integration and standardization of data and systems = across all of Treasury, (3) providing management with access to timely = and accurate travel management information, (4) providing access to = on-line commercial reservation system as an integrated component of = travel planning, and (5) implementation of advanced technology to = provide the greatest capability and an extended life cycle. Initially, = this service may provide support for 2-10,000 federal travelers with up = to 100,000 trips each year. SCOPE ? This service should be scalable to = support Treasury?s entire civil service population (approximately = 180,000) within all Bureaus and Treasury Headquarters and the = management of Treasury?s travel of approximately 540,000 trips per = year. ENVIRONMENT ? Treasury maintains its own Backbone network based = on the Transmission Control Protocol/Internet Protocol (TCP/IP). This = wide area network (WAN) has direct links to local area networks (LANs) = at each field location. Interested parties should assume that any = Treasury Employee using travel applications would be equipped with a = web-enabled personal computer (Intel/Windows, Macintosh or UNIX) and = LAN connection providing connectivity to other Treasury locations. = Treasury intends to utilize Entrust PKI. SURVEY OBJECTIVES ? Treasury = is collecting data to enable it to assess the feasibility and cost = effectiveness to eliminating in-house travel management services and = using a commercial service for travel management. It seeks to simplify = administration, real use cost of system operation and to make travel = processing less burdensome for the traveler. All systems must comply = with Federal travel rules, must maintain appropriate accounting = controls, security rules and accessibility rules. Objectives of this = RFI include obtaining an understanding of and making assessments about = appropriate solutions with respect to the following: (1) Currently = available and planned future functional capabilities in the near term = (1-2 years) in the travel management areas consisting of business = processes supported, application capabilities, and human engineering = and usability testing applied. (2) Currently available technology and = planned technology capabilities in the near term (1-3 years) including = but not limited to: (a) Fundamental technologies employed, including = but not limited to: client/server architecture; graphical user = interface (GUI) and development tools; electronic data interchange = (EDI); electronic commerce (EC); digital signatures; security (data and = system); Structured Query Language (SQL); TCP/IP; and any others = utilized; (b) Scalability the degree to which the systems support = workgroup operations and how they scale to support enterprise wide data = integration and retrieval; (c) Implementation environment: computer = platform requirements; operating system requirements; application = structure, integration, etc.; data query download/upload capabilities; = (d) Architecture: What architecture options are available for = implementing your application in the Treasury environment? Does it = necessitate a client installation or a client independent environment? = If multiple architectures are offered, provide information on = functional application differences. (3) Business/Other: (a) Identify = potential for on-line Internet accesses to application software and a = test database at vendor?s own facility; (b) Identify status and = readiness of software or planned readiness dates for future = capabilities. It is requested that interested vendors provide a = written response to this request for information regarding an = application service provider for a Treasury Wide Travel System within = 90 calendar days of this notice. This RFI does not constitute a = solicitation, and shall not be construed as a commitment by the = Government. Three copies of a capability statement must be received = not later than 90 days from publication of this synopsis. All = responses will be reviewed/evaluated.
