Description
The North Carolina Air National Guard (NCANG) has a requirement to "Replace Base Supply Warehouse". The Contractor will be required to furnish all materials, equipment, labor and permits necessary to perform work as outlined in project specifications and drawings. The scope of work for this project includes the demolition of three buildings (4,000 5,000 square feet each), the renovation of a 2,500 square foot building, and the construction of a Base Supply Building. The Base Supply Building houses a 22,500 square foot warehouse and a 10,000 square foot office area. The building is one story with a mezzanine accessible from the warehouse. The structural system is structural steel. The roof is supported by steel beams and steel bar joists. The ground floor consists of a conventional concrete slab on grade. The exterior materials are split-faced concrete masonry units predominately with an aluminum panel accent wall at the main entrance. Office spaces have painted drywall. Warehouse spaces have painted concrete masonry units. All spaces in the building are sprinkled. Office spaces will be heated with forced air gas furnaces. The warehouse will be heated with infrared tube heaters. A paved area will be included to park thirty cars. Retaining walls will be built to maintain reasonable grades. The submission of a bid by a contractor shall be accepted as prima fascia evidence that they have examined the job and specifications and is satisfied as to the nature, location and scope of the work and all other matters which can in any way affect the work or cost thereof under this contract. An on-site inspection of the construction area may be coordinated with MAJ David K. Styers, Base Civil Engineers at 704/391-4340. Any failure of the contractor to acquaint himself with all available information including a physical survey of the construction site of the proposed work, will not relieve him/her from successfully performing all the required work in the plans and specifications to a complete, finished and acceptable job. The above outline of principle features of the work in no way limits the responsibility of the contractor to perform all work and furnish all tools and labor required by the specifications referred to herein. The project is located at the North Carolina Air Nation Guard at Charlotte-Douglas International Airport, 5225 Morris Field Drive, Charlotte, NC. The completion time for this project is 365 calendar days. The official request for information should refer to IFB: DAHA31-01-B-0001, "Replace Base Supply Warehouse", project number. FJRP939511. In accordance with FAR 6.1, Full and Open Competition, this solicitation is competed on an unrestricted basis. IAW DOD procurement policy, interested firms must be registered with Electronic Commerce Information Center at 888-227-2423 in order to be considered for award. The Standard Industrial Code (SIC) is 1542 and North America Industry Code Systems (NAICS) is 23332. Bid opening is tentatively scheduled for 17 July 2001. Invitation for Bids (IFB) will be issued to potential prime contractors (excluding subcontractors, consultants and material suppliers) on a first received first served basis until supply is exhausted. Telephone request will not be honored. Plans may be reviewed at AGC or F. W. Dodge offices in Raleigh, Greensboro and Charlotte, NC. A bid deposit of $175.00 is required in the form of a money order, certified bank check or cashier's check made payable to "DFAS, Limestone, Maine." Deposits will be refunded provided the drawings and specifications are returned, in good condition without marks, notes, or mutilations; and transportation prepaid to the issuing office within 30 calendar days of bid opening. The successful contractor will perform a minimum of 12% of the contract with its own employees not including the cost of materials, reference FAR Clause 52.236-1, "Performance of work by the Contractor". In accordance with FAR 36.204, magnitude of cost: between $1,000,000 to $5,000,000.
