Description
NOTE: Any prospective bidder/offeror interested in obtaining plans and specifications for this solicitation MUST REGISTER ON OUR WEBSITE at https://ebs.sas.usace.army.mil/ Contractors may not view or download this solicitation and amendments from the internet due to the size. After issuance, the solicitation and all amendments will be posted on the internet and CD's mailed to all offerors on the Plan Holders List. Plans and specifications will be issued on Compact Disk (CD-ROM) and will be provided free of charge. Paper copies of this solicitation will not be available. Requests for this solicitation must be made within 10 days after posting. DESCRIPTION OF WORK: Construction of the Separate Battalion Barracks Complex. This project is funded in two years (01/02). The scope includes the construction of five barracks buildings, twelve company operations facilities, two battalion headquarters, dining facility, and an in-out processing building. Supporting facilities include parking, storm drainage, erosion control measures, information systems, water, sewer, electrical distribution, fire protection, sidewalks, and landscaping. Project also includes demolition of existing structures. Network Analysis System will be required. Estimated cost range of project is from $25,000,000 to $100,000,000. THIS SOLICITATION IS ISSUED ON AN UNRESTRICTED BASIS PURSUANT TO THE "BUSINESS OPPORTUNITY DEVELOPMENT REFORM ACT OF 1988" (Public Law 100656). The solicitation will be available on or about 21 Jun 01. A site visit has been tentatively scheduled for 9 Jul 01, 1300 hours, at Ft Bragg, NC. Further information will be stated in the solicitation. The contractor is required to submit a price and technical proposal. Each proposal shall contain the offeror's best technical proposal and best price. Award will be made to the offeror whose technical and price proposal offers the best overall value to the Government, without discussion of such offers. The technical proposal is more important than the price proposal and will be evaluated as set forth below. Proposals shall include sufficient detailed information to allow complete evaluation. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the offeror. Past Performance and experience are comparatively equal. Past Performance and experience are individually more important than Management Effectiveness. The evaluation factors and significant sub-factors are as follows: Factor 1- Past Performance Factor 2 -- Experience Factor 3, Management Effectiveness. Sub-Factor A -- Organizational Chart/Structure and Key Personnel Sub-Factor B -- Quality Control Sub-Factor C -- Safety Plan
