Description
On or about 27 June 2001, this office will issue Request for Proposals for the design and construction of ADDITION TO OPERATIONAL SUPPORT FACILITY, GLEN 983007C, SCHRIEVER AFB, COLORADO. Proposals will be received on or about 07 August 2001. This solicitation is unrestricted and open to both, large and small business participation. A site visit and pre-proposal conference is scheduled for 18 July 2001 at the proposed construction Site at 12:30 p.m. All contractors must stop at the Schriever AFB Pass & ID Building first to obtain a Vehicle Pass. Note that the issuance of a vehicle pass normally takes 15-30 minutes. Once a vehicle pass is issued, Contractors should proceed directly to the site and meet at the west entry to the existing Operational Support Facility. Vehicles may park in the parking lot just west of the proposed construction site. A pre-proposal conference will be held immediately following the site visit. See "Ordering" below. ______________________________________________________________________________ The work will include the following: (Approx. quantities) Construction of a 4,377 gross square meters three-story addition to an existing Operational Support Facility. The facility will house office and administrative functions. Structural building materials include spread footings with first floor slab-on-grade. Framing and floor system is steel columns, beams, and girders with lightweight concrete on composite steel decking. Roofing system is steel joist and metal roof decking with fiberboard and rigid insulation, topped with a ballasted EPDM system. Architectural fascia features consist of a metal and glass curtain wall system and a stone veneer. Floor finishes include carpet, vinyl composition tile, and porcelain tile. Interior walls consisting of wood and gypsum wallboard. Interior finishes include painting, acoustical ceiling tiles, oak doors and trim. HVAC, plumbing, interior/exterior electrical, and communications will be required. Site work includes grading, paving (asphalt and concrete), site utilities, landscaping, and plant irrigation system. Proposal Evaluation: Major evaluation areas of each offeror's proposal, in descending order of importance, include: Construction Experience; Past Performance, Construction; Construction Personnel; Project Management Plan; and Utilization of Small Business. Price will be subjectively evaluated separately from the technical portion of the proposal. Note that all evaluation factors other than cost/price, when combined, are approximately equal to the price evaluation. The estimated construction cost of this project is between $5,000,000 and $7,500,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 2001: (a) Small Business: 61.2% of planned subcontracting dollars. (b) Small Disadvantaged Business: 9.1% of planned subcontracting dollars. (c) Women Owned Small Business: 5.0% of planned subcontracting dollars. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work within 510 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. The proposal documents are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. Proposal documents will not be provided in a printed hard copy format.
