- Description
- The Defense Threat Reduction Agency (DTRA) proposes to procure construction of Solid Rocket Motor Disposition Russia (SRMDR) infrastructure and site preparation in Votkinsk, Russia. A facility and confined burn system are being provided by the United States to assist the Russian Federation (RF) in elimination of Solid Rocket Motors (SRMs)in accordance with the Strategic Arms Reduction Treaty (START). Facility design, some infrastructure construction and logistics support facilities are being provided under contract DSWA01-97-C-0068. EnergoTech LLC (ET) is the incumbent Contractor conducting the facility design, site layout, preliminary site preparation and constructing some elements of the infrastructure. To enable ordering of long-lead materials and to maximize construction effort before the 2001 winter season, it is necessary to start the infrastructure construction and site preparation as soon as possible. In addition, construction of the remaining infrastructure and additional site preparation are required tasks to meet the schedule that calls for a System Qualification Test anticipated in 2003. If not started during the 2001 construction season, the construction and subsequent commissioning of the confined burn system will be delayed. Thus, without an operational system, the removal of missiles from launchers and elimination of the missiles and launchers will be delayed. Note that this is a sole source effort for award to ET as a new cost plus award fee contract for approximately 14 months. ET is currently mobilized at this site with the following infrastructure elements under construction with its Russian Subcontractors: access road, SRM road, electrical main supply cabling to Site 2, communications main supply cabling to Site 2, rough site grading and development, railroad bed and water wells.
