Description

NASA/JSC plans to issue a Request for Offer (RFO) for the remodeling of the second floor of the Gilruth Recreation Center (Building 207) at the Johnson Space Center. This procurement will be for the NASA/JSC Exchange located at Houston, Texas. The NASA Exchange is a non-profit, non-appropriated funded, federal instrumentality. The second floor of the Gilruth Recreation Center will be remodeled to update the dining room, upstairs reception area, two small conference rooms, three training rooms, restrooms, and all adjacent stairways and hallways. The total square footage for the areas to be remodeled is approximately 8,000 square feet. The remodeling will require cleaning, priming, painting, new floor covering and carpet, new wall covering, new ceiling tile and grid throughout, re-lamination of restroom stalls and countertops, installation of new lighting (two overhead light fixtures, wall sconces, and ceiling fans), removal of room dividers, installation of new window treatments, and final inspection. Removal of all old ceiling tile and grid, flooring, wallcovering, window treatment, handrails and chair rails are included in the scope of work. The selection and award of this requirement will be based upon overall BEST VALUE to the Government, with consideration given to the factors of proposed price and technical merit, including safety, relevant experience and past performance. The specific value characteristics will be listed in the subject RFO. This procurement shall be a full and open competition, open to both small and large firms. The order of magnitude for this procurement is between $100,000 and $250,000 and the effort shall be completed within 30 calendar days after notice to proceed. The NAICS Code and small business size standard for this procurement are 233320 and less than $17,000,000 average annual receipts over a 3-year period, respectively. The anticipated release date of the RFO is on or about July 23, 2001, with an anticipated offer closing date of on or about August 31, 2001. The firm date for receipt of offers will be stated in the RFO. Drawings and specifications will be available on or about July 23, 2001, at the NASA/JSC Industry Assistance Office, Building 111 (at main gate), Houston, Texas, telephone (281) 483-4511. All QUALIFIED responsible sources may submit a proposal which shall be considered by the agency. A 20% BID BOND and an acceptable SAFETY AND HEALTH PLAN will be required with each submitted proposal. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement with the exception of the specifications and drawings will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
