- Description
- This notice was previously advertised in the CBD on 18 May 2001 as IFB No. DACW61-01-B-0027 as a 100% Unrestricted. This procurement is 100% Small Business Set-Aside. NAICS code is 233320 replacing SIC 1542 and the size standard is $27.5 Million. Estimated cost of construction is between $1,000,000.00 and $5,000,000.00. The Government is seeking experienced offerors with above average performance for the construction of the Anacostia Senior High School Stadium and Athletic Field. The offeror is encouraged to submit information that demonstrates that they have the experience of constructing this type of work or that of a similar nature, and their performance is above average. It is for the offeror to submit this information to instill confidence in the Government. The period of performance for construction of the work is estimated at 270 calendar days from date of Notice to Proceed. The work consists of demolition and replacement of existing bleachers, new press box, athletic storage, concession stand with restrooms, masonry construction with structural steel roof framing, shingle roofing, HVAC, ductwork, electrical and communications systems, stadium lighting, scoreboard, athletic track and field, retaining walls, fencing, sprinkler system, drainage and grading performed in accordance with the terms and conditions as stated in the solicitation. Although cost is one of the factors for evaluation, it is not as important as technical competence. Offerors shall submit their proposals in two separate parts for evaluation; a cost proposal and a technical proposal. The Government will evaluate both technical and cost proposals separately. Evaluation of the technical proposals will include completeness and reasonableness of the information provided by prospective offerors. The evaluation process includes: A) The separation of cost and technical proposals for independent evaluation; B) Cost proposals will receive a cursory review to determine the competitive cost range; C) Technical proposals will be evaluated for technical acceptability; D) The Government may elect to conduct negotiations with offerors whose proposals are technically acceptable (or which may be made acceptable without major modification) and fall within the competitive cost range. The Government reserves the right to award a contract on the basis of initial offers without conducting negotiations; and E) an award will be made to the offeror whose proposal provides the greatest overall value and is most advantageous to the Government. EVALUATION CRITERIA: GENERAL The following criteria have been devised for use in evaluating the submissions. The criteria area stated in Section 00100 of the Solicitation. The following Technical Requirements, must be submitted to be considered as an acceptable proposal: EVALUATION OF PROPOSALS: a. ATHLETIC TRACK CONSTRUCTION The offeror will be evaluated on the past experience and past performance of the track installer. The offeror must submit the basic information for any project. The offeror may not submit more than six (6) projects. The Government may use other available rating systems to evaluate performance such as CCASS. b. ATHLETIC FIELD CONSTRUCTION The offeror will be evaluated on the past experience and past performance of the field installer. The performance must be satisfactory or better. The offeror must submit the basic information for any project. The offeror may not submit more than six (6) projects. The Government may use other available ratings systems to evaluate performance such as CCASS. c. GENERAL CONTRACTOR PAST PERFORMANCE AND RELEVANT EXPERIENCE- The offeror will be evaluated on the past experience and past performance of the stadium construction contractor. The performance must be satisfactory or better. The offeror must submit the basic information for any project. The offeror may not submit more than six (6) projects. The Government may use other available ratings systems to evaluate performance such as CCASS. d. PROJECT LAYOUT The offeror must demonstrate that the Surveyor for this project has the background and experience to layout a project with close but critical dimensions. The offeror shall submit information on three (3) previous projects that demonstrate this ability. The solicitation will be available on/about 14 June 2001 with a bid closing date on/about 17 July 2001 at 2:00 p.m. A pre-bid conference will be held on/about 28 June 2001, at the Penn Center Building, 1709 Third Street, NE, 3rd Floor, Washington, DC at 10:00 am. Site visit will follow the pre-bid conference. Debt Collection Improvement Act of 1996, effective March 31, 1998 requires that all contractors be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract.
