Description
This procurement is for one solicitation resulting in the award of up to four Indefinite Delivery Indefinite Quantity (IDIQ) Construction Contracts to the responsible proposer whose proposal, conforming to the RFP, will be most advantageous to the Government resulting in the Best Value, cost or price and other factors considered. Projects assigned to the IDIQ contract will use the Multiple Award Construction Contract (MACC) approach to scope and price the work. After the award of the initial contract(s) up to four contractors will compete for task order based on best value, low price or low price technically acceptable to the Government. The work will be for demolition, repair, replacement of roofing systems (including but not limited to modified bitumen, standing seam metal, shingles and EPDM systems) and incidental related work including, but not limited to painting, asbestos/lead paint abatement, architectural modifications (i.e. decking replacement, blocking etc) and structural modifications. The Government reserves the right to reject any or all proposal at any time prior to award; to negotiate with any one or all of the offerors; to award the contract to other than the offeror submitting the lowest total price; and to award up to four contracts to offerors submitting proposals determined to be the most advantageous to the Government. Offerors will be advised that the Government intends to evaluate proposals and award a contract without discussions with offerors. Therefore, each initial offer should contain the offeror's best terms from a price and technical standpoint. Up to FOUR Best Value Contractors will be evaluated for the seed project and will be selected as follows: The seed project, Contract N62470-01-D-5260, Replace Roof, Northeast End, Building 137, Marine Corps Air Station, Cherry Point, North Carolina with an estimated cost range of $500,000.00 to $1,000,000.00, will be awarded to the lowest priced proposal among those chosen from the stated criteria. The successful contractors not receiving the seed project will be guaranteed $10,000.00 of work during the full term of the contract including options. The total 3-year (base year and two option years) for four IDIQ contracts will be in an amount not to exceed $27,000,000.00. No one contract will be issued task orders that exceed $3,000,000.00 per annual year. Should the second, third and fourth IDIQ contractor be unable to competitively secure a task order to meet the minimum guarantee, award consideration may be modified in order to ensure each participating contractor is awarded task orders meeting the minimum guarantee. Evaluation for award will be based on technical factors including (A) Corporate Experience for projects size and nature envisioned; (B) Management and Organization and (C) Support for Small, Small Disadvantaged, Small Women Owned Businesses and HubZone Businesses. Corporate experience has three sub-factors which are (1) Type and Size of Contracts (2) Safety and Health Ratings and (3) Past Performance. Management and Organization has sub-factors which are (1) Key Personnel; (2) Quality Control; (3) Safety and Health Plan and (4) Bonding Capability. Support for Small, Small Disadvantaged has sub-factors which are (1) Subcontracting Plan Effort and (2)Subcontracting Past Performance. The selected contractors will be required to participate in on-site scoping meetings for any upcoming projects if required and participate in ALL MACC walk-throughs and submit proposals. Failure to participate responsibly in walk-throughs and failure to submit proposals on task orders may result in forfeiture of the guaranteed minimum and in the Government not exercising the option to extend the contract for an additional year. Award factors will vary depending on the unique requirements for each task order; however, pricing will be weighted heavily. Each task order will be a performance scoped and firm fixed price with a specific completion date. Construction schedules will be determined for each project at the issuance of each task order. Only the four selected contractors will be permitted to propose on the task orders. Proposals from another contractor will not be accepted. Proposed contract is unrestricted with a NAICS of 23561 and size standard of $11.5 million. No public bid opening will be held. A subcontracting plan is required if the contract is awarded to a large business. Plans and specifications will be available on or about 30 June 2001. The estimated date for receipt of offers is on or about 27 July 2001. There will be a $50.00 charge for the solicitation documents which is NOT REFUNDABLE.
