- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Submit offers on RML-RFQ-016. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26 (through 05/16/2001). This acquisition will be processed under FAR Part 12 -- Acquisition of Commercial Items and is a total Small Business Set-Aside. The North American Industry Classification Systems (NAICS) code for this procurement is 334516 and the size standard is 500 employees. SCHEDULE: The Rocky Mountain Laboratories, Microscopy Branch has a need for an ion beam sputterer. Sputtering conductive materials onto biological samples is an integral step in preparing samples for examination in scanning electron microscopes (SEM). The high resolution capabilitites of existing field emission SEM require the use of ion beam sputtering instruments The system must meet the following salient characteristics: 1) The system must include an integral Work Chamber with Independent Rotate and Tilt (e-IRT) Specimen Stage for etching and sputter disposition. 2) The Specimen Stage must have a minimum of 9 different delaying tilt motions with + 99 tilt range, selectable in + 1 increments. 3) Rotation speed must be continuously adjustable. 4) The system must have a sight window to provide viewing specimen/target/beam striking locations. 5) The system must have four sputtering targets, three (3) ion sources and QC thickness monitor. FOB Point shall be Destination, Hamilton, MT. Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. The following FAR provisions and clauses apply to this acquisition FAR 52.212-1 Instructions to Offerors Commercial; FAR 52.212-2 Evaluation Commercial Items; Offers will be evaluated as follows: 1) The capability of the item offered to meet the above stated salient characteristics; 2) Warranty-Warranty information to include period and coverage shall be stated; and 3) Price; FAR 52-212-4 Contract Terms and Conditions Commercial Items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items applies to this acquisition. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3 Offerors Representations and Certifications Commercial Items. Offers may be mailed or faxed to the POC indicated above (Fax -- 406-363-9288). Offers must be submitted not later than 4:30 PM (MDST) June 18, 2001.
