Description

The Department of Justice, Justice Management Division, intends = to negotiate with Lexis Law Publishing, for subscriptions to the = updates and supplements for various legal publications. The Lexis Law = publications contain copyright protected information which is utilized = by Department attorneys for research and trial preparation. The = following list representatives the publications required: Federal = Criminal Trails, 1998/99, Federal Courtroom Evidence 1998/99 and United = States Code service. These publications contain narrative analysis, = criticism or evaluation of current legal issues, case law and/or = statutes which are organized and indexed for research. The required = Lexis Law publications are all copyright protected and thus Lexis Law = Publishing is the only known source for the updates and supplements to = the Departments existing Lexis publications. The statutory authority = for the proposed procurement is 41 U.S.C. 253(c)(1), only one = responsible source. The solicitation will not be distributed on the = General Services Administration web-site (http://www.eps.gov or = http://www.fedbizopps.gov). This is not a formal solicitation, however, = interested concerns must respond withing 45 days from the date of this = synopsis with written documentation, detailed data and pricing = information, which clearly demonstrates their ability to perform this = requirement. Responses received as a result to this notice of intent = shall be considered solely for the purpose of determining whether to = conduct a competitive procurement. Responses will not be considered as = either bids or proposals. A determination by the Government not to = open this requirement to competition based upon the written responses = to this notice is solely within the discretion of the Government. The = proposed contract will supply Department locations nationwide. The = anticipated period of performance under any resultant contract will be = one (1) year and may include an option for up to a total of twenty-four = (24) months.
