Description

The Department of Justice, Justice Management Division, intends = to negotiate with Aspen Law and Business, for subscriptions to the = updates and supplements for various legal publications. The Aspen = publications contain copyright protected information which is utilized = by Department attorneys for research and trial preparation. The = following is a representative list of the publications: Administrative = Law Treaties, Banking Law and Regulations, Civil Discovery and = Depositions, Inside Litigation and Trial Ethics. These publications = contain narrative analysis, criticism or evaluation of current legal = issues, case law and/or statutes which are organized and indexed for = research. The required Aspen publications are all copyright protected = and thus Aspen is the only known source for the updates and supplements = to the Departments existing Aspen publications. The statutory = authority for the proposed procurement is 41 U.S.C. 253(c)(1), only one = responsible source. The solicitation will not be distributed on the = General Services Administration web-site (http://www.eps.gov or = http://www.fedbizopps.gov). This is not a formal solicitation, however, = interested concerns must respond within 45 days from the date of this = synopsis with written documentation, detailed data and pricing = information, which clearly demonstrates their ability to perform this = requirement. Responses received as a result to this notice of intent = shall be considered solely for the purpose of determining whether to = conduct a competitive procurement. Responses will not be considered = as either bids or proposals. A determination by the Government not to = open this requirement to competition based upon the written responses = to this notice is solely within the discretion of the Government. The = proposed contract will supply Department locations nationwide. The = anticipated period of performance is one (1) year and may include a = option for up to a total of twenty-four (24) months. Responses must be = submitted to the address shown in this announcement.
