- Description
- NASA/JSC plans to issue a Request for Offer (RFO) for the continued development of the Trick Simulation Enviornment and the Virtual Reality Lab graphics software. Trick is currently used as the foundation for all verified Shuttle Remote Manipulator System and Space Station Remote Manipulator System simulations used for engineering analysis, mission analysis and flight training at the Johnson Space Center. The Virtual Reality graphics software is currently used for all of the Johnson Space Center's ground and on-baord training facilitites. NASA/JSC intends to purchase the items from Titan Systems Corporation, Lincom Division. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1). As contemplated by the provisions of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 21, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
