PLEASE DO NOT FORWARD ANY ADDITIONAL E-MAILS TO THE POC REGARDING THIS MARKET SURVEY UNTIL NOTICE IS REOPEN VIA CBD NOTIFICATION.******** AFIADL EMS DLM -- MARKET SURVEY AND TRADE STUDY We are conducting a market survey in conjunction with task order TO401DE0445 awarded by the General Services Administration, Huntsville, AL. This announcement is a request for information for a market survey. Information contained in this request for information is for planning purposes only. It does not constitute an invitation for sealed bid or request for proposal (RFP), nor is it to be construed as a commitment by the Government. The Government is currently conducting a market survey and trade study of commercial-off-the-shelf and government-off-the-shelf software products that can meet the following requirements. A distributed learning software product(s) is being sought which may be used as a part of, and be integrated as a module into, the Air University (AU) Education Management System (EMS) Program. The software product(s) must be able to manage the execution of distributed learning. This includes same time, different place, which is called synchronous learning, and different time, different place, which is termed asynchronous learning. Synchronous is "live" instruction while asynchronous is self-paced. Synchronous learning technologies typically include audio conferencing, video teleconferencing (VTC) and interactive television (ITV). Asynchronous learning technologies include the traditional paper-based correspondence courses that are sometimes supplemented with video or audio tapes. They also include some interactive multimedia instruction (IMI), which uses both CD-ROM and floppy diskettes, and computer mediated conferencing. IMI includes interactive courseware (ICW), computer-based instruction (CBI), electronic performance support systems (EPSS), and simulation. Some forms of instruction, such as computer-mediated communications (CMC), Internet-based instruction (IBI), and simulation, can be employed both synchronously and asynchronously. More specifically, the product(s) must have the capability to manage and schedule all the resources (people, equipment, materials, etc.) associated with the delivery of both synchronous and asynchronous learning. This includes operational functionality such as the following: data management, reporting, scheduling, human-computer interface, student production and quota management, curriculum and course management, student evaluation management, student registration and administration, faculty (instructor) and staff administration, and distribution management (global, regional, groups, individual, etc.). A questionnaire that asks specific questions about needed software product capabilities will be provided for potential vendors to complete. Answers to the questionnaire will be analyzed and used to identify what software product(s) may be the most appropriate to use for distributed learning management. Responsiveness to the questions in this questionnaire will be very important in potential product selection.
