- Description
- The Florida National Guard is soliciting proposals for satellite communications systems. The systems must have the following operating characteristics. A base station providing over-satellite telephone communication, and over-satellite two-way radio communication. The base station must also act as a repeater for hand-held radios allowing over-satellite communication from the hand-helds. The repeater system must be able to handle a large number of hand-held radios operating up to 2 Km from the base station. The repeater must be able to integrate the AN/PRC-127 military radio for use as a hand-held. The systems must be interoperable with similar systems currently in use by the State of Florida Division of Emergency Management (FL DEM). The system must be compatible with the Florida Warning Point Network, and be able to be added to talk groups in that network. Fixed-base and land-mobile systems will be required. The land-mobile systems must be packaged in watertight, shock-resistant cases that are easily transportable by one person. The systems must operate without being removed from the case, and require minimal set-up time. They must be able to acquire and keep satellite communication while traveling at normal highway speeds. Hand-held two-way radios meeting the requirements stated above are also required. Must operate on both 12V DC vehicle power and 110V AC current. They should also include a method for quickly mounting required antenna to military HMMWV's. The fixed base systems will be installed by the contractor in: Homestead, Tampa, Orlando, St. Augustine, Camp Blanding, and Tallahassee. The requirement is for 7 fixed-base systems, 19 Land-Mobile systems with telephone and 2-way radio capability, and 12 land-mobile systems with satellite phones only. Those offerors selected as most likely to receive award will be REQUIRED to demonstrate proposed systems in St. Augustine during the period 20-29 June 2001. Offerors must request solicitation package to submit proposals. This procurement is being conducted as a commercial item procurement, using Simplified Acquisition Procedures pursuant to FAR parts 12 & 13. Award will be made to that proposal which is most advantageous to the Government taking into consideration price, technical factors and past performance. Point of contact is Capt.
